Ha Long City: When democracy is promoted

Over the past years, Ha Long City has always focused on leading and directing the implementation of grassroots democracy regulations; promoting democracy associated with strengthening discipline, order, and law enforcement; creating consensus among the people for new policies of the State, province, and city.

Ha Long City leaders had a dialogue with people about the content of land acquisition and clearance for the project of the road connecting National Highway 18A, Hong Hai Ward (Bui Thi Xuan Street section) with Provincial Road 336, Ha Lam Ward.

Ha Long City regularly strengthens the Steering Committee for implementing grassroots democracy and at the same time develops a specific work program for the year. Members of the Steering Committee for implementing grassroots democracy are always proactive in performing their tasks, urging, directing, and guiding agencies, units, communes, and wards to effectively implement grassroots democracy; grasp the implementation situation at assigned units, communes, and wards. In particular, in 2024, the city will focus on implementing Resolution No. 157/NQ-HDND (dated January 30, 2024) of the City People's Council on measures to implement grassroots democracy in Ha Long City.

Accordingly, the city focuses on implementing solutions to foster and improve professional capacity for those assigned to organize the implementation of laws on democracy at the grassroots level; strengthen information, propaganda, dissemination and education on laws on democracy at the grassroots level; enhance the responsibility of agencies and units, the exemplary role of leaders, leaders, managers, party members, cadres, civil servants, public employees, and non-professional activists in communes, wards, villages and neighborhoods in implementing democracy and ensuring democracy at the grassroots level...

With 243 villages and neighborhoods in 33 communes and wards in the area, the city's activities are always made public to residential groups, neighborhoods, or people's representatives (through People's Council meetings), such as: Planning, detailed land use plans, plans to adjust residential area planning, compensation plans, support for site clearance and resettlement; publicizing the tasks and powers of professional staff directly handling work for people according to the provisions of law.

Communes and wards always pay attention to publicizing revenue and expenditure; fundraising campaigns from the people, such as: Funds, contributions from the people; construction costs to upgrade inter-zone roads, build community houses... Party committees and grassroots authorities expand democracy so that people can participate in discussions and directly decide on policies and levels of contributions to build infrastructure and public welfare works within the scope of communes, wards, and neighborhoods where people self-manage and contribute all or part of the costs.

As in Quarter 6, Cao Thang Ward, implementing Resolution No. 21-NQ/TU "on investment, renovation, and upgrading of infrastructure in residential areas and urban areas formed before 2005 in the wards of Ha Long City", the ward and quarter staff organized meetings and informed the people of the quarter to grasp the policy and implement it. Thanks to the full propaganda information, the people in the quarter grasped and actively responded to the road construction of the quarter. Accordingly, 84 households in groups 54, 58, 59 of Quarter 6 donated ^617.52m2 Land worth 12.5 billion VND; voluntarily dismantled 76 gate pillars, ^467.5m2 The fence worth 727,708 million VND to serve the upgrading and expansion of the alley road surface; 67 households not required to donate land contributed 86 million VND to expand the alley road surface. Mr. Pham Cong Lai (Ward 6, Cao Thang Ward) shared: Every citizen is very in agreement with the publicity, transparency, and responsibility of the authorities at all levels in implementing democracy at the grassroots level. Thereby, promoting the spirit of people knowing, people discussing, people doing, people inspecting when participating in the tasks of local socio-economic development.

Not only to let people participate in discussions and directly decide on policies and levels of contributions to build infrastructure and public welfare projects, people's supervisory rights are also promoted through the activities of people's inspection boards, community investment supervision boards, or indirectly carry out their supervision through the activities of the Vietnam Fatherland Front Committee and socio- political organizations.

In the first 6 months of 2024, the People's Inspection Committee of communes and wards organized 13 supervisions, and the Investment Supervision Committee of the community of communes and wards organized 168 supervisions. Through the supervision work, a number of violations were detected and timely handling recommendations were made.

Along with that, the city regularly directs departments, units, People's Committees of communes and wards to review and supplement regulations based on their functions, tasks, and actual situations; promote the implementation of democracy in the activities of administrative agencies and public service units. Therein, upholding the sense of responsibility and dedication to serving the people of civil servants and public employees, preventing bureaucracy, arrogance, authoritarianism, corruption, causing difficulties, troubles, and harassment of civil servants and public employees in resolving work for organizations and citizens. At the same time, strictly implementing regulations on setting examples and being exemplary of leaders, leaders, managers, civil servants and public employees in practicing democracy; seriously criticizing cadres and party members, especially leaders, who do not properly implement regulations on implementing the grassroots democracy regulations; promptly resolving the legitimate petitions and aspirations of civil servants and public employees and the people. The good implementation of grassroots democracy regulations in Ha Long City has contributed to creating high consensus among the people to successfully carry out socio-economic tasks in the area.
