In recent times, the construction and implementation of grassroots democracy regulations have been directed and implemented by Party committees and authorities at all levels in the province, in conjunction with the political tasks of each locality, agency and unit. Thereby, promoting the dynamism, creativity and mastery of the people, creating social justice and stability, and actively contributing to local development.

Communes and wards publicize revenues and expenditures; fundraising campaigns from the people, such as: Funds, contributions from the people; construction costs for upgrading inter-zone roads, building community houses... Party committees and grassroots authorities expand democracy so that people can participate in discussing and directly decide on policies and levels of contributions to build infrastructure and public welfare works within the commune, ward, and neighborhood; people can self-manage and contribute all or part of the costs. Ms. Dang Thi Quynh (village 2, Quang La commune, Ha Long city) shared: Every citizen is very in agreement with the publicity, transparency, and responsibility of all levels of government in implementing democracy at the grassroots level. Thereby, promoting the spirit of people knowing, people discussing, people doing, people inspecting when participating in local socio -economic development tasks.

Localities in the province pay attention to promoting the implementation of grassroots democracy regulations. The contents prescribed by law are associated with the implementation of local political tasks, patriotic emulation movements, campaigns, programs, and socio-economic development projects implemented transparently from the grassroots. Localities create conditions for people to promote their mastery, linking the promotion of democracy with the task of socio-economic development, ensuring national defense and security, building a clean and strong Party and political system, and caring for the material and spiritual life of the people. In particular, the province has effectively implemented the mechanism of "Party leadership, State management, people mastery".

Communes, wards and towns have basically fully and seriously implemented the regulations on publicity and transparency according to the provisions of the Law on Democracy Implementation at Grassroots Level in 2022 and the regulations of the province, in accordance with the actual situation of the locality, in many forms, such as posting at the headquarters of the Commune People's Committee, public meetings, contacting voters, through the loudspeaker system, information technology means...

With the motto "The State and the people work together", communes, wards and towns organize meetings of household representatives for people to discuss and decide on plans and implement policies to mobilize people to contribute to building infrastructure and public welfare works at the commune and village levels. Thereby contributing to creating an atmosphere of democracy, consensus, trust and solidarity among the people. People in the province increasingly trust the administration of the government apparatus and better exercise their rights and obligations as citizens.

Ensuring democratic regulations is also seriously implemented in enterprises in the province. Enterprises publicly disseminate internal rules and regulations to employees; diversify forms of publicity, such as: posting information; announcing at employee conferences; dialogue conferences between employers and grassroots trade union executive committees; at meetings and briefings of units and departments in enterprises; written notices to all employees... Employees in enterprises are discussed and decide on collective bargaining contents according to regulations. The activities of the People's Inspectorate in enterprises have promoted the role of monitoring the implementation of policies and laws, handling complaints, denunciations, recommendations, and reflections; and the implementation of laws on democracy at the grassroots level. The People's Inspectorate has proactively coordinated with enterprise directors to grasp thoughts and aspirations, promptly resolve problems and issues arising at the grassroots level...

The good implementation of grassroots democracy regulations has contributed to creating an atmosphere of democracy, consensus, trust and solidarity among the people. This is an important premise for Quang Ninh to develop quickly and sustainably.
