Ho Chi Minh City spends more than VND2,600 billion to support tuition fees for the 2025-2026 school year

The total tuition support for public and non-public students in Ho Chi Minh City for the 2025-2026 school year is expected to be about VND2,643 billion.

The Ho Chi Minh City People's Council has just passed a resolution on tuition fees and tuition support policies for students from the 2025-2026 school year.

Accordingly, the city will spend more than 2,600 billion VND to support both public and non-public students. The funding for implementing the Resolution will come from the city budget.

Of which, the tuition support level for public preschool and general education institutions in the area from the 2025-2026 school year is 2,019 billion VND.

The support level for non-public students is 624 billion VND, equivalent to 430,183 students at non-public schools and more than 14,000 students at educational institutions affiliated with universities, colleges, and research institutes.

To have a basis for implementing this support level, the Ho Chi Minh City People's Committee also has a document stipulating tuition fees applicable to public educational institutions. Including preschool tuition is 180,000 VND/month; Primary school is 80,000 VND/month; Secondary school is 100,000 VND/month and High school is 120,000 VND/month.

Tuition support is the same for public and non-public students. Applicable from the 2025-2026 school year.

In case the tuition fee for public preschool and general education institutions as prescribed for each level of education is higher than the tuition fee of private educational institutions, the support level is equal to 100% of the tuition fee of these units.

For online learning, tuition fees are calculated at 75% of the official tuition fees.

According to the Ho Chi Minh City People's Committee, providing tuition support for all students is necessary to ensure fairness and equality in access to education for students in the city, while also implementing the policy of the National Assembly and the Government on exempting and supporting tuition fees at non-public educational institutions.

Also at the meeting, the City People's Council agreed with the proposal of the City People's Committee to consider and approve the temporary assignment of 1,928 labor contract quotas for specialized job positions and specialized job positions used in the education sector.

According to Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho, this is a contract force serving at group 4 public service units - with regular expenditures guaranteed by the State. The allocation of contract quotas aims to overcome the local shortage of teachers, creating flexibility and initiative for units in recruitment work.

Schools will be given the right to proactively develop plans and organize annual teacher recruitment, based on assigned staffing quotas, in accordance with the specific subject areas, material facilities and professional requirements of each unit.

The city will direct specialized agencies to research and propose appropriate remuneration policies to attract good teachers, especially those with high expertise, to schools in disadvantaged areas.

According to the People's Committee of Ho Chi Minh City, the city has 86/168 communes, wards and special zones with group 4 educational public service units; of which 74 communes and wards have written documents proposing contract needs, mainly in area 2 (36 communes and wards) and area 3 (30 communes and wards).

On September 27, Ho Chi Minh City organized the recruitment exam for civil servants in the education and training sector for the 2025-2026 school year at 6 testing sites, with a total of more than 10,100 candidates participating.

The city's recruitment needs this time are nearly 5,700 teachers for both public schools under the Department and public schools under the People's Committees of wards, communes, and special zones.

The city's education sector is in great need of recruiting human resources, especially teachers of fine arts, music , technology, etc.
