Ho Chi Minh City proposes Prime Minister to direct amendment of regulations on 4-wheel tourist vehicles

The People's Committee of Ho Chi Minh City has just reported to the Prime Minister on the organization of the operation of 4-wheel tourist vehicles (with electric engines), and at the same time proposed to study and amend related regulations to allow the vehicles to operate again.

According to the Ho Chi Minh City People's Committee, recently a number of businesses have piloted electric 4-wheel tourist vehicles to serve visitors and tourists.

Of which, Saigon Public Transport Company from April 2024 to June 2025 had nearly 89,000 trips, transporting more than 369,000 passengers. In Ba Ria - Vung Tau province, the units operating this type also served about 5 million passengers by the end of 2024.

However, from January 1, 2025, 4-wheel tourist vehicles must comply with the Road Law, the Law on Road Traffic Safety and Order and guiding decrees.

Specifically, current regulations require this type of vehicle to only operate on roads with signs indicating a maximum speed of 30km/h (for passenger vehicles) or 50km/h (for cargo vehicles).

The Ho Chi Minh City People's Committee clearly reported that this is not feasible in reality, because most of the roads in the city no longer have speed limit signs under 40km/h, except for some special locations such as on branch A of Cat Lai overpass, and a few areas under construction.

According to the Ho Chi Minh City People's Committee, if the above method is applied, it will affect tourism development and limit green transportation which is suitable for small, narrow roads and special areas such as Con Dao and Can Gio.

Therefore, the Chairman of the Ho Chi Minh City People's Committee proposed that the Prime Minister direct the Ministry of Construction and other ministries and branches to study and consider amending Decree 165/2024/ND-CP.

Specifically, abolish the mandatory regulation requiring 30km/h or 50km/h speed signs for all types of vehicles.

Delegate authority to the Provincial People's Committee to decide on traffic organization plans for motorized tourist 4-wheel vehicles, suitable to the actual conditions of each locality.

Ho Chi Minh City said it will coordinate with departments, branches and localities to survey and arrange pilot operations of this type on a number of routes, ensuring connections between accommodation facilities and tourist attractions, while applying electronic contracts, cashless payments, and data management via transport software.
