Strictly handle the principal

The Department of Education and Training of Ho Chi Minh City requested to handle violations in revenue and expenditure of the Parents' Representative Board in some schools as follows:

The leaders of the Department of Education and Training and the principals of schools (reflected by public opinion and the press) organized a review of personal responsibility and the heads of units. The purpose is to analyze and determine specific responsibilities for violations in the process of organization and implementation.

Appropriate and timely disciplinary measures (if any) should be taken in cases where violations are identified, especially the responsibility of the unit leader for the violations. The Ho Chi Minh City Department of Education and Training requires units to inform the Department of the results of handling violations before October 31, 2024.

In addition, the Department also requested the Department of Education and Training of districts, Thu Duc City to coordinate with the Department of Finance - Planning to advise the People's Committees of districts to issue instructions on revenue and expenditure for the 2024-2025 school year (according to decentralization); Establish inspection teams on revenue and expenditure at the beginning of the school year at affiliated educational institutions according to decentralization.

On that basis, it is necessary to promptly rectify the situation of over-collecting or collecting fees in violation of regulations. The Department also requested the People's Committees of districts to take strict measures against the principals of educational institutions that collect and spend money in violation of regulations.

Need guidance for the Parents' Representative Committee

Speaking to Tuoi Tre online on the morning of October 23, a leader of the Ho Chi Minh City Department of Education and Training said that at the beginning of the 2024-2025 school year, the department has issued documents guiding revenue and expenditure. In addition, there is an official dispatch on strengthening the management of revenue; Mobilizing funding for education and operating expenses of the Parents' Representative Board...

"However, there are still a few isolated cases in a few schools where individual leaders and teachers still do not clearly understand and have not properly organized and mobilized revenues and expenditures from funding sources...

This leads to improper implementation of regulations in Circular No. 16/2018 of the Ministry of Education and Training (regulations on funding for educational institutions in the national education system) and Circular No. 55/2011 promulgating the Charter of the Parents' Representative Board," he said.

The leader of the Ho Chi Minh City Department of Education and Training emphasized: "The confusion between the fundraising of the Parents' Representative Board and the fundraising for education has caused bad public opinion, affected the reputation of the industry and units, and caused misunderstandings for parents.

The Charter of the Parents' Association clearly stipulates: The Parents' Association is not allowed to collect donations from students or their families: donations that are not voluntary;

Donations that do not directly serve the activities of the Parents' Representative Committee such as: protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools;

Rewarding school administrators, teachers and staff;

Purchase of machinery, equipment, and teaching aids for schools, classrooms, or for school administrators, teachers, and staff; support for management, organization of teaching and educational activities; repair, upgrade, and construct new school facilities.

Thus, if we use the funds of the Parents' Association to pay for the above activities, it is a violation. The main thing here is the role of the principal.

More than anyone else, the principal must be the one who clearly understands the documents on revenue and expenditure and needs to guide the Parents' Representative Board. If there are violations in revenue and expenditure of the Parents' Representative Board, the principal must be the one who takes joint responsibility.
