On September 25, at Ba Ria ward, National Assembly Delegation Group No. 15 - Ho Chi Minh City National Assembly Delegation had a meeting with voters of Ba Ria, Long Huong, and Tam Long wards, before the 10th session of the 15th National Assembly.
Attending the event were National Assembly deputies: Tran Luu Quang, member of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee; Nguyen Thi Yen, former Standing Deputy Secretary of the Provincial Party Committee, former Head of the National Assembly Delegation of Ba Ria - Vung Tau province (formerly); Huynh Thi Phuc, Deputy Head of the National Assembly Delegation of Ho Chi Minh City, 15th term; Duong Tan Quan, Deputy Director of Phu My City Medical Center.
At the meeting, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang shared the city's development orientation after merging 3 localities, affirming that this is the period when Ho Chi Minh City has reached an unprecedented large scale, with many potentials and outstanding advantages.
"The economic scale of Ho Chi Minh City accounts for about 30% of the country, GRDP is about 1/4 and the budget contribution rate is up to 34% in the first 9 months of the year," the City Party Secretary cited.

“I say this so that people can clearly see that the stature of Ho Chi Minh City today is not just "3 in 1", but "3 into 1" - the unification of strength, potential and development aspirations,” said Ho Chi Minh City Party Secretary Tran Luu Quang.
He emphasized that one of the biggest tasks of the head of the City Party Committee is to connect people, connect regional advantages, and mobilize combined strength to develop the city sustainably. In particular, the city will soon deploy a connecting route from the center of Ho Chi Minh City to Ba Ria - Vung Tau, exploiting more effectively the potential of logistics, seaports, and tourism.
Completely resolve backlog, remove the "reluctance to work" mentality of officials
The Secretary of the Ho Chi Minh City Party Committee said that resolving old problems is the first responsibility of the city's leaders.
“If not handled thoroughly, officials will always worry about whether what they did was right or whether they will be punished. Here and there, at this time and that, some people are a bit timid and do not solve the problem, but send documents to the relevant departments and agencies,” the Secretary shared.

According to the City Party Secretary, the legal system is now more open, giving more power to the provincial and communal levels. The city will flexibly apply current regulations to resolve problems. At the same time, each specific case will be reviewed and handled in the spirit of protecting the legitimate rights and interests of the people.
Regarding the issue of granting land use right certificates, compensation, and resettlement - the contents that voters often petitioned - comrade Tran Luu Quang emphasized that wherever authority is delegated, all responsibilities must be resolved; wherever it has not been done, the city will directly resolve the issue.
“HCMC has established working groups and special task forces to go down to the grassroots to handle each case. Local authorities must prioritize resolving pressing issues that affect the majority of people,” the City Party Secretary directed.
New thinking and new approaches are needed to achieve double-digit growth.
Regarding development orientation, the City Party Secretary said that Ho Chi Minh City is being assigned many important tasks by the Central Government, such as building an International Financial Center, Cai Mep Ha Free Trade Zone, etc. These are new models, with new mechanisms, new growth drivers for Ho Chi Minh City in the future.

He affirmed that the important task now is to organize and implement effectively. Each organization and individual must do well the assigned tasks, to contribute to realizing the economic growth target of over 8% in 2025 and towards double-digit growth from 2026.
"If Ho Chi Minh City does not have a new approach, new thinking, and a different way of doing things, it will be difficult to achieve this goal," the City Party Secretary emphasized.
Regarding the organizational structure, he admitted that there is currently a situation of “running while queuing”, the post-merger apparatus is not even, and there is a large backlog of work. The city will review and reassign staff, and transfer them from the city to the grassroots to ensure the best formation.

At the end of the meeting, comrade Tran Luu Quang hoped that voters would continue to share and accompany the government, and believe in the changes and efforts that Ho Chi Minh City is implementing to improve the quality of service to the people and create a breakthrough development for the city.
