Ho Chi Minh City leads in digital transformation by 2024, affirming efforts to synchronize new administrative models

Ho Chi Minh City leads the Digital Transformation Index (DTI) in 2024 among the group of 63 provinces and cities before the merger and ranks fourth among the group of 34 merged provinces and cities.

Ho Chi Minh City Department of Science and Technology said that on October 21, the Ministry of Science and Technology announced the results of the 2024 DTI Digital Transformation Index nationwide, with Ho Chi Minh City leading the group of 63 provinces and cities and ranking fourth in the group of 34 merged provinces and cities, clearly demonstrating the comprehensive development and expansion of the scale of the "super city" after the merger.

Specifically, the city ranked first in the criteria of digital awareness and digital institutions, and ranked high in the fields of digital social activities, digital infrastructure and digital economy . This result continues to affirm the city's position in the group of leading localities nationwide, and at the same time recognizes the efforts in the first year of applying the new administrative model after the merger.

The 2024 DTI Index is a comprehensive measure, built on 7 main indicators and 47 component indicators, assessing the level of digital transformation development of localities on 3 core pillars: Digital government, digital economy and digital society.

With a maximum score of 1,000, the published results show that both before and after the merger, Ho Chi Minh City is in the leading group in all three of these pillars.

This result shows the city's great efforts in synchronizing data systems and operating digital government effectively in the context of major changes in scale and administrative boundaries.

Maintaining its position in the national leading group in the DTI Index in the first year of implementing the new administrative model is a testament to the continuous efforts of the entire political system of Ho Chi Minh City.

This achievement clearly reflects the city's orientation in identifying science, technology, innovation and digital transformation as the main driving forces for growth.

The city not only focuses on developing strategic technologies such as artificial intelligence, semiconductor chips and blockchain, but also promotes administrative reform, creating a favorable environment to attract investment.

Despite facing some challenges in infrastructure and project progress, the city will continue to synchronously deploy key solutions to improve digital transformation efficiency, realizing the goal of becoming an international-standard Innovation Center by 2030.

Ho Chi Minh City's outstanding achievements are comprehensively demonstrated on all three pillars.
Regarding digital government, the city has put into operation unified shared digital platforms, providing 1,996 online public services, of which 1,778 services have reached the full-scale level, towards a model of creative, serving and efficient government based on data.

Regarding the digital economy, this sector contributed 22% to the city's GRDP in 2024 and is expected to increase to 25% by 2025, demonstrating its pioneering role in promoting new business models.

Regarding digital society, 100% of the population has a digital identity and electronic identification account, creating a solid foundation for using public services and digital utilities. The city is also currently ranked 30th in the world in Blockchain, one of the strategic technologies being focused on development.

Ho Chi Minh City aims for the digital economy to account for 30-40% of GRDP and become an international-standard innovation center by 2030.

To realize this vision, the city will focus on key solutions such as: perfecting data-based governance; accelerating the progress of key projects; making breakthroughs in policy mechanisms to attract strategic investors, typically the AI ​​Metadata Center project with an investment capital of nearly 2 billion USD from G42 Group (UAE); and especially developing high-quality digital human resources.

From an expert perspective, Dr. Tran Quy, Director of the Vietnam Digital Economy Institute, commented: "The DTI 2024 results show Ho Chi Minh City's outstanding adaptability and governance capacity.

Maintaining its position in the top position despite the huge increase in management scale after the merger is an impressive achievement. In particular, the digital economy target of accounting for 30-40% of GRDP by 2030 is a very ambitious figure, showing the city's pioneering role in promoting new business models, creating high added value for the national economy.

“The focus on developing high-quality digital human resources, with more than 55% of the country's programmers working here, is the most solid foundation for the city to maintain and enhance its position on the regional and world technology map," Dr. Tran Quy emphasized.
