The province has issued and focused on directing the implementation of many policies, programs, projects and mobilizing resources from the whole society to help the poor overcome difficulties and escape poverty. Poverty reduction policies and solutions are implemented synchronously in many aspects such as: supporting production development through preferential credit policies; housing support; vocational training, job creation...
In the period of 2021 - 2025, the whole province has over 30,000 poor households, near-poor households, newly escaped poverty households, students and pupils receiving loans; 100% of students and pupils from poor and near-poor households are exempted or reduced from tuition fees, supported with study costs and contributions; every year, over 20,000 poor households and social policy households are supported with electricity bills; 236,908 people from poor households, near-poor households, and social protection beneficiaries facing difficulties due to the Covid-19 pandemic are supported with a total budget of over 188 billion 296 million VND; 19,068 poor households, near-poor households and other policy beneficiaries are supported to build new and repair houses under the program to eliminate temporary and dilapidated houses; average income per capita increases every year. To date, the poverty rate according to multidimensional standards has decreased by 21.22%, an average decrease of 4.24% per year.
Vocational training and employment for workers play an important role in economic growth and ensuring social stability. Therefore, the province focuses on directing the implementation of many vocational training programs and job creation with many practical support policies, such as: supporting loans for vocational training, vocational training for rural workers, labor export; issuing mechanisms and policies to improve the quality of vocational training facilities... Social security policies: social insurance, health insurance, preferential policies for people with revolutionary contributions, social protection policies... are implemented synchronously, fully and promptly, contributing to improving people's lives, especially ethnic minorities in particularly difficult communes, villages and hamlets.
To date, the province has paid preferential subsidies to more than 48,578 meritorious people and their relatives; monthly social protection subsidies in the community for 29,287 beneficiaries; emergency social subsidies for 1,000 cases; and provided care at social protection facilities for an average of 220 - 250 beneficiaries/year. Thanks to timely implementation of policies, 100% of families of meritorious people have a standard of living equal to or higher than the average level of the local population. Every year, about 35,000 beneficiaries receive centralized or home care.
Deputy Director of the Department of Health Trieu Thanh Son emphasized: In recent years, the health sector has coordinated with the provincial Social Insurance and localities to issue health insurance cards to vulnerable groups, especially poor and near-poor households, ethnic minorities and children under 6 years old. Currently, nearly 550,760 people participate in health insurance, the health insurance coverage rate of the whole province reaches over 98% of the population, ensuring that everyone has access to health services. The integration of regular social assistance programs, supporting medical examination and treatment costs, has made an important contribution to reducing the burden on poor families, improving the quality of health care for people, implementing the goal of comprehensive social security, leaving no one behind. In the coming time, the Department of Health will continue to advise the province to expand policies, mobilize social resources to ensure that everyone is protected in the social security net.
In addition to poverty reduction, vocational training, job creation, and health care for people, the "Repaying gratitude" movement is maintained regularly, with gratitude programs such as: "Repaying gratitude" Fund; building gratitude houses; giving gratitude savings books; taking care of Vietnamese Heroic Mothers... widely launched to all levels, sectors, agencies, units, mass organizations and people. All levels and sectors in the province fully and promptly implement the regimes and policies of the Central and the province for the elderly; regularly maintain and well implement care, support and encouragement activities to improve the material and spiritual life of the elderly; pay attention to and protect children, especially children in difficult circumstances, through mobilizing and raising funds for surgery for thousands of children with congenital disabilities.
