The content of the working session focused on promoting bilateral cooperation in the fields of science and technology, innovation and digital transformation (ST&DT), aiming to strengthen the strategic partnership between the two countries.
At the meeting, Ambassador Marc E. Knapper congratulated Permanent Deputy Minister Vu Hai Quan on his new position, and affirmed the United States' commitment to maintaining and developing science and technology partnerships with Vietnam.
The Ambassador emphasized that the United States is ready to support Vietnam in implementing tasks under the "four pillars" of the Breakthrough Resolution related to the development of science and technology, innovation and digital transformation. He also said that US businesses can actively participate in the priority technology fields stated in Resolution No. 57-NQ/TW "On breakthroughs in the development of national science and technology, innovation and digital transformation". The United States has also conducted a detailed analysis of the content of this Resolution and is ready to share it with Vietnam.

Ambassador Knapper proposed cooperation with Vietnam in emerging technology areas, including the exploitation of essential minerals, new materials, nuclear energy and low-altitude satellite internet. In addition, the two sides could expand cooperation in space research, as well as satellite applications to support disaster prevention and climate change response.
On the Vietnamese side, Deputy Minister of Science and Technology Vu Hai Quan expressed his appreciation for the US commitment and emphasized that Vietnam is making efforts to perfect the legal system on science and technology, innovation and digital transformation. The Deputy Minister asked the US Government and businesses to support Vietnam in building and perfecting these legal frameworks.
The Deputy Minister said that Vietnam is focusing on developing strategic technologies and building investment policies to create breakthroughs for domestic enterprises as well as attract foreign investors to Vietnam. The Deputy Minister emphasized the importance of forming a high-quality workforce, fully equipped with skills to promote breakthrough development. At the same time, he expressed his wish that the United States would share an analysis report on 11 strategic technologies that the United States has implemented.
The meeting ended with consensus from both sides on the potential for deeper cooperation in the fields of science and technology, innovation and digital transformation, contributing to promoting socio-economic development and strengthening the Vietnam - US partnership. Deputy Minister Vu Hai Quan believes that this cooperation will bring practical benefits to both countries, while contributing to the overall success of Vietnam in the context of international integration.
