On the morning of October 15, at the closing session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, delegate Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies, presented a paper on "Plan to promote double-digit economic growth in the city in the period 2025 - 2030".

Growth on a stable foundation

Comrade Truong Minh Huy Vu analyzed that growth is only meaningful when it goes hand in hand with macroeconomic stability and harmonious social development. The lesson of Vietnam in the past decade is the clearest proof: when the growth rate is too high, the economy has to face inflation, instability and increasing inequality. Therefore, the growth path of Ho Chi Minh City must be based on a stable foundation, narrowing the gap between rich and poor and aiming for sustainable development.

According to the Director of the Ho Chi Minh City Institute for Development Studies, to achieve the current rapid growth rate (8.5% - 10%), the only way is to expand the scale of social investment capital. In the medium term, the city needs to mobilize about 3 million billion VND, including many resources: public investment, private investment and consumption. In the medium and long term, the focus is on stimulating the total supply, that is, creating an open business environment, encouraging start-ups, innovation and application of science and technology.

Ho Chi Minh City has enough foundation to achieve this goal by merging three localities into a national growth pole, with a large population, high education, developed service infrastructure and seaports, and is a place where many key economic sectors are concentrated.

However, the city still has existing limitations, especially weak infrastructure connections and poorly prepared manufacturing sectors, while the large openness of the economy makes the city vulnerable to global fluctuations.

To achieve the double-digit growth target, the city must make breakthroughs, focusing on improving institutional capacity. Therefore, Ho Chi Minh City needs to be more proactive in making proposals to the Central Government with specific arguments, data and evidence. Experience in implementing Resolution 54 and Resolution 98 of the National Assembly shows that when the city clearly defines what it wants and proves its effectiveness, and proactively "sticks to" the Central Government, it will be given the mechanism. Comrade Truong Minh Huy Vu suggested that this should be considered a central task that needs to be focused on in the new term.

The Director of the Ho Chi Minh City Institute for Development Studies also proposed transforming the economic model, considering this the main driving force of the coming period. In particular, industry - trade - services are still the three main pillars, but must be linked with green economy, digital economy and high-tech industry. Although agriculture accounts for a small proportion, it plays an important supporting role in terms of environment and social security, especially after Ho Chi Minh City expands its boundaries.

Another highlight is the development of strategic infrastructure and digital infrastructure. Although the bright spot of the three localities and the whole region in the past term was the completion of many large infrastructure projects, especially the groundbreaking of Ring Road 3, Ring Road 4 and expressways, infrastructure bottlenecks are still evident.

Comrade Truong Minh Huy Vu analyzed that in the orientation of "3 regions, 1 special zone, 3 corridors, 5 pillars", it is necessary to focus on developing connecting infrastructure, especially railway lines carrying people and goods connecting production areas. At the same time, invest heavily in digital infrastructure, an indispensable foundation to form an international financial center in the future.

Regarding development resources, it is necessary to mobilize social capital, because "with a high growth target, total social investment capital must reach about 30% - 40% of GRDP". That requires diversifying mobilization methods in areas such as transportation, health care, education, and environment.

“The success or failure of projects in the next five years depends on whether social resources can be mobilized and how,” commented comrade Truong Minh Huy Vu.

After the merger, Ho Chi Minh City has more than 70 universities, a treasure trove of knowledge and a center of innovation and startups.

According to comrade Truong Minh Huy Vu, only when the staff and implementation system have sufficient capacity will the orientations become reality.

"Ho Chi Minh City Party Secretary Tran Luu Quang emphasized that daring to think is important, but one must know how to do it and know how to do it correctly. Therefore, it is necessary to put these orientations into specific tasks with clear technical details," he proposed.
