Implementing the decision to approve the investment policy of the CT.08 expressway, section passing through Nam Dinh and Thai Binh provinces

On the afternoon of January 8, the People's Committee of Thai Binh province and the People's Committee of Nam Dinh province held a conference to announce Decision 1680/QD-TTg dated December 25, 2023 of the Prime Minister approving the investment policy of the Ninh Binh - Hai Phong expressway (CT.08), the section passing through Nam Dinh and Thai Binh provinces under the public-private partnership model.

The conference announced Decision No. 1680/QD-TTg dated December 25, 2023 of the Prime Minister on approving the investment policy for the construction of the CT.08 Expressway, the section passing through Nam Dinh and Thai Binh provinces under the form of public-private partnership. Accordingly, the route is built according to expressway standards (TCVN 5729:2012), with 4 complete lanes, design speed of 120km/h. The expected project implementation period is from 2023 to 2027. The route is about 60.9 km long. The starting point of the project is at Km19+300 at the head of the Day River overpass in Nam Dinh, in Nghia Thai commune, Nghia Hung district, Nam Dinh province; the end point is at about Km80+200 at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province. Of which, the expressway section passing through Nam Dinh province is 27.6km long, passing through Thai Binh province is 33.3km long (passing through 10 communes of Kien Xuong district and 9 communes of Thai Thuy district). The total investment excluding interest is over 18,927.63 billion VND. The total investment including interest is 19,784.55 billion VND.

The People's Committee of Thai Binh province is responsible for being the competent authority, presiding over and coordinating with the People's Committee of Nam Dinh province and relevant agencies and units to organize the preparation of the project feasibility study report, carry out the procedures for appraisal and approval of project investment, organize the implementation of the project in accordance with the approved planning and relevant legal regulations, ensuring quality, progress, efficiency, and preventing negativity and waste that cause loss of State assets and capital.

The leaders of Thai Binh and Nam Dinh provinces announced the decision to establish a Steering Committee to implement the Project. Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Binh province is the Head of the Steering Committee; Comrade Chairman of the People's Committee of Nam Dinh province is the Standing Deputy Head of the Steering Committee. The decision also specifically stipulates the members of the Steering Committee, requires specific tasks for members of the two provinces. At the same time, the Plan to organize and implement the Project under the public-private partnership method was announced, in which, it stipulates the functions, tasks, powers and responsibilities of the two provinces of Thai Binh and Nam Dinh; relevant departments, branches and localities in the two provinces according to the provisions of current law to coordinate the implementation with the highest efficiency to soon deploy investment and construction of the project.

Speaking at the conference, Comrade Pham Gia Tuc, Member of the Party Central Committee, Secretary of the Nam Dinh Provincial Party Committee, expressed his joy when the project was approved by the Prime Minister and said that the achievements of the project were thanks to the support and facilitation of the Government, the Prime Minister and the central ministries and branches, along with the efforts of the two provinces of Thai Binh and Nam Dinh in the past time. He emphasized that this is a very important project and promises to promote socio-economic development and attract investment in the two provinces; at the same time, he affirmed that Nam Dinh province will make the greatest efforts and determination to unite and coordinate with Thai Binh province to complete the project on schedule and meet the set requirements.

Speaking at the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thai Binh province highly appreciated the socio-economic development of Nam Dinh province in recent times and considered this to be the driving force for Thai Binh province to continue to make efforts and strive for further development in the coming time.

The Provincial Party Secretary emphasized: The CT.08 expressway project is the desire of the Party Committee, government and people of the two provinces, and is an important project to strengthen the long-standing, traditional and historical relationship of the two provinces. Therefore, the responsibility of Nam Dinh and Thai Binh provinces is to continue to make more efforts, promote the spirit of determination, solidarity, effective and synchronous coordination so that the project can be implemented soon as well as completed and put into use.

The Provincial Party Secretary requested that the Party Committees and authorities of the two provinces need to have regular coordination and high unity in methods and ways to solve arising problems as well as proposals and recommendations to the superior authorities; the localities within the scope of the project need to actively participate in site clearance work to implement the project... The Provincial Party Secretary hopes that the two provinces of Nam Dinh and Thai Binh will continue to unite, unify and accompany each other in many other fields to promote the socio-economic development of the two provinces. At the same time, he requested that investors proposing projects need to coordinate more actively and responsibly to soon complete the legal processes and procedures in the fastest and highest quality way.

The Chairman of the People's Committee of Nam Dinh province and the Chairman of the People's Committee of Thai Binh province respectfully accepted the instructions of the Secretary of the Provincial Party Committee of Nam Dinh province and the Secretary of the Provincial Party Committee of Thai Binh province, and affirmed that they will make the greatest efforts and determination to effectively implement the project in the coming time.

The leaders of the two provinces also agreed on a number of key tasks in the coming time, such as: Speeding up the implementation of processes and procedures to complete the project feasibility study report to submit to the Government for approval; developing a plan to set up project landmarks; approving the policy framework; implementing site clearance procedures; researching and proposing to the Government and central ministries and branches to allow the use of sea sand as construction materials for the project...

At the same time, the leaders of the two provinces affirmed their determination to soon deploy and complete the project on schedule and according to the set requirements.
