Conference on personnel organization. Review and comment on the following contents: Report of the Provincial People's Council on organizing the 36th Session (special session) of the Provincial People's Council, term XVII, 2021 - 2026; Report of the Provincial Party Committee Office on the Draft Report on the results of implementing tasks in the first 9 months, directions and tasks for the last 3 months of 2025.

Giving directions on continuing to develop and complete important draft documents before submitting them to the second Conference, the Standing Committee and the Provincial Party Executive Committee, including: Working regulations of the Executive Committee, the Standing Committee, the Provincial Party Standing Committee, the Provincial Party Inspection Committee, term 2025 - 2030; Decision on assigning tasks to members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, term 2025 - 2030; Work program for the entire term of the Provincial Party Executive Committee, the Provincial Party Inspection Committee, term 2025 - 2030; Action program to implement the Congress Resolution; key programs, plans to implement breakthrough contents, term 2025 - 2030.

Concluding remarks at the conference, Provincial Party Secretary Quan Minh Cuong Requesting the members of the Provincial Party Standing Committee to continue to promote the spirit of responsibility, research, and contribute opinions to the drafts just submitted for consideration and discussion to edit and perfect before submitting to the second Conference of the Provincial Party Standing Committee and the second Conference of the Provincial Party Executive Committee.

Regarding the response and recovery of storm consequences caused by the circulation of storm No. 10 in recent days, the Provincial Party Secretary highly appreciated the efforts and active participation of all levels and sectors. Although there are still many difficulties, sometimes not really timely and drastic, the whole province has mobilized forces to participate in response and relief, helping to minimize the damage caused by the storm. The immediate task is to request units and localities to focus on overcoming the consequences of storms. Continue to direct the acceleration of key infrastructure projects, especially the Dong Dang - Tra Linh expressway; traffic system, water supply and drainage, information infrastructure.

Focus on promoting investment preparation for the construction of 500 - 1,000-bed hospitals, building boarding schools for primary and secondary schools, contributing to improving the quality of education with the orientation of reducing the number of separate schools, focusing on investing in modern facilities. At the same time, strengthen the task of economic development, improve the quality of human resources, strive to improve education, health and people's life indexes, exploit the maximum potential and advantages to gradually narrow the gap with other localities.

The Provincial Party Secretary also requested each comrade in the Standing Committee to uphold the spirit of responsibility, dare to think, dare to do, dare to take responsibility, promote collective intelligence, and be resolute in direction and management, to successfully implement the goals set out in the Resolution of the 20th Provincial Party Congress.
