Immediately after Resolution 68-NQ/TW was issued, the Lao Cai Provincial Party Committee and People's Committee issued many key directive documents: Decision No. 1044/QD-UBND on establishing the Steering Committee to implement the Resolution; Plan No. 58/KH-UBND specifying the procedural reform goals; Document No. 1335/UBND-KSTT directing the reduction of administrative procedures and improving the investment and business environment.
The province sets specific targets: Cut at least 30% of compliance costs and 30% of unnecessary business conditions; Reduce 30% of processing time for at least 30% of administrative procedures; 100% of provincial-level administrative procedures are processed at the Public Administration Service Center; 100% of commune-level administrative procedures are implemented under the one-stop and one-stop mechanism.

From July 1 to September 14, 2025, the whole province received more than 163,000 administrative procedure records, the rate of correct and early settlement reached over 99.4%. Particularly at the commune level, the rate of timely settlement reached 99.54%, showing the efforts from the grassroots in serving the people.
Notably, the province has reduced processing time for 977 procedures, each of which is shortened by at least 30% compared to central regulations. It is estimated that this will help people and businesses save more than 40 billion VND/year.
The province also completed the announcement of 100% of internal administrative procedures, synchronously updated them on the National Public Service Portal and the province's electronic information portal, ensuring publicity, transparency, and preventing negativity.

One of the bright spots in administrative procedure reform in Lao Cai is digital transformation. The province has built an electronic data warehouse on the administrative procedure settlement system, connected to the National Public Service Portal, helping to reuse data, reducing the situation of "re-submitting many times". Currently, 100% of the province's online public services have been integrated and synchronized throughout.
At the Public Administration Service Center (both provincial and communal levels), on average, 3,800 people come to do transactions every day. Officials and civil servants implement the motto "4 xin, 4 always" (hello, sorry, thank you, ask permission; always smile, be gentle, listen, help), creating the image of a serving, friendly and professional government.
Towards a service-oriented administration, not letting people "beg"
In order to continue maintaining and expanding the effectiveness of administrative procedure reform, Lao Cai has identified a number of key solutions in the coming time: (1) Publicly and transparently publicize indicators of administrative procedure reduction, digitize procedures, and abolish unnecessary business conditions; (2) Pilot inter-sectoral data connection in areas such as land - construction - environment - investment; (3) Prioritize simplification of procedures with high frequency of use and great impact on businesses and people; (4) Strengthen human resource training, invest in digital infrastructure, ensure stable and continuous system operation; (5) Periodically collect opinions from people and businesses, assess satisfaction level and promptly adjust policies.
Promoting the spirit of Resolution 68-NQ/TW and Resolution 66/NQ-CP of the Government, Lao Cai is gradually moving towards a truly people-oriented administration, taking the satisfaction of people and businesses as a measure of service quality. Reducing the burden of procedures, increasing transparency, and applying digital technology are necessary steps to create a breakthrough in reform and build an open and effective investment environment./.
