According to this document, AI is not only considered a supporting tool but also plays a catalyst role in opening up a leap in scientific research. Building large-scale scientific models, combined with developing high-quality open data sets, will help shorten the journey from idea to breakthrough.

AI is also expected to bridge across disciplines, from biotechnology, quantum to 6G, and extend into philosophy and social sciences to address fundamental questions about cognition, ethics and human norms in the machine age.

In industry, AI is envisioned as a “nervous system” that completely restructures businesses. Corporations are encouraged to integrate AI from strategic planning to production and services, forming “AI-native” businesses with completely new business models. Agriculture enters the era of “precision agriculture” thanks to robots, drones, and smart breeding systems, while the service industry moves to a hybrid model of automation and humans.

In the consumer space, AI will personalize every experience, from shopping, entertainment, home management to healthcare. The “smart internet of things” product ecosystem spans from self-driving cars, mobile devices, robots to smart homes, and expands into new areas such as the metaverse or brain-computer interfaces.

Social welfare is also a potential area. AI promises to reduce the burden of human labor in dangerous jobs, promote new skills training, bring personalized learning models to scale, support medical support from the grassroots to insurance services. Culture and sports are also focused, with the ability to create content, promote heritage, and care for vulnerable communities.

At the governance level, AI is deployed to build “smart cities”, improve risk monitoring, and ensure national and cyber security. The plan also aims for a “green China” by applying AI to synchronously monitor the environment, from air, water, sea to carbon markets.

On the global level, China regards AI as a “global public good”, calling for the building of an open, trustworthy and equitable ecosystem, with the United Nations playing a coordinating role. Unifying governance frameworks, technical standards and risk assessment mechanisms are seen as key to the safe and sustainable development of AI.

The AI Plus Action Plan presents a vision for the comprehensive integration of artificial intelligence, from economic, social to international cooperation, with the ultimate goal of ensuring AI serves human interests and brings global shared value.
