Tran Van Kieu Primary School (formerly known as Phu Dinh) is located on Vanh Dai Street (Ward 10, District 6).
At the meeting with Vice Chairman of Ho Chi Minh City People's Committee Ngo Minh Chau on resolving difficulties and obstacles on the afternoon of March 6, District 6 People's Committee explained about the Tran Van Kieu Primary School project. This school is degraded and has been vacant for 15 years, but it has not been able to be settled while the demand for classrooms in the area is extremely high.
Tuoi Tre Online reporters returned to this school. The sight before their eyes was a massive infrastructure system but unfortunately "empty houses and gardens", grass and trees growing up the walls, stone benches, peeling brick floors... looking at it was heartbreaking.
Mr. Long (a resident living near the school) shared: "The school has been abandoned for many years now, and has been repaired but the quality is not guaranteed to operate again. Because no one is looking after it, this place often gathers bad elements at night, making the people living around it very scared. We hope to resolve this soon, maybe build a school or park for people to participate in activities...".
The construction of Tran Van Kieu Primary School was invested in 2002 under the decision of the Ho Chi Minh City People's Committee. The project has a total investment of 19 billion VND, an area of 6,600m2 including 26 classrooms and a 3-storey building serving teaching and learning.
The project started in August 2003, was completed by the investor, supervision consultant, design consultant, construction unit and beneficiary in September 2004 and put into use in 2005.
But after about 4 years of use, the project's foundation has subsided, causing damage to the load-bearing structure, the enclosure system, and auxiliary works such as the yard, toilets, and emergency stairs. Therefore, the People's Committee of District 6 has coordinated with relevant departments to arrange and send students to other schools to study.
Lots of glass pieces were scattered in the hallway. Most of the school’s aluminum and iron materials were smashed and taken away.
During the period of 2006 - 2018, the district had twice carried out troubleshooting through 15 subsidence monitoring cycles, but the troubleshooting and repair were still not safe, and the locality reported to the Ho Chi Minh City People's Committee. At that time, the District 6 People's Committee proposed to temporarily stop monitoring, organize inspection, assess the extent of damage to the entire project, and handle the responsibilities of individuals and related units.
On that basis, District 6 requested permission to rebuild the project. However, up to now, the project has not been inspected by the state management agency for completion acceptance according to regulations.
The People's Committee of District 6 proposed that the People's Committee of Ho Chi Minh City consider directing the Department of Construction and the Department of Finance to support District 6 in promptly carrying out the work of acceptance and final settlement of the project. After completing the acceptance and approving the final settlement, the district will proactively carry out the work of investing in the construction of new schools in the period of 2025-2030 as well as registering a report proposing the public investment policy for the period of 2024-2025 or 2025-2030 to ensure the demand for classrooms according to the rate of mechanical population growth in the area.
The hall on the 3rd floor is quite large and airy, but most of the floor tiles have been peeled off and the ceiling iron frame is degraded and could collapse at any time.
The school had a fence, but it was broken and littered with garbage. The People's Committee of District 6 said the estimated cost to rebuild this elementary school is about 95 billion VND.
People living near the school want the school to be rebuilt or turned into a park.
