Rice fields "sandwiched" between the highway and the bypass are abandoned.
Mr. Nguyen Van Hai's family - Hung Dao 6 hamlet, Hung Nguyen commune, has 1,000 m² of rice land, of which 500 m² has been recovered to serve the North-South Expressway project, the remaining area is "sandwiched" between the expressway and National Highway 1A avoiding Vinh so it must be abandoned.

Mr. Hai shared: “This is priority land for policy families. For 5 years, I had no fields to work. Calculating, one sao of rice in the winter-spring crop is 3 quintals, in the summer-autumn crop is 2 quintals, in 5 years it is 2.5 tons. People now need fields, without fields there is no rice. My monthly allowance for war invalids is only over 3 million, but after buying rice to eat, there is no money left for living expenses, so life still depends on children and grandchildren.”
According to Mr. Nguyen Xuan Truyen - Head of Hung Dao 6 Hamlet, the whole hamlet has about 15,000 m² of agricultural land of 18 households "sandwiched" between the bypass and the highway. For those aged 50 and over, VSIP Industrial Park no longer recruits workers, so they are unemployed and have no work; while the land cannot be used for production. Previously, there were fields to earn extra income, at least to ensure adequate food security for the family.


In Ha Khe hamlet, nearly 2.5 hectares of agricultural land belonging to 40 households are in a similar situation. People are requesting either compensation or investment in infrastructure so they can continue production.
The North-South Expressway project, the section passing through Hung Nguyen district (old) has a total length of nearly 26 km, with a total recovered area of more than 186 hectares of residential land, garden land, agricultural land, over 5,000 households affected by the project.
Previously, the “ripe land” was a stable source of income for farming families. However, since the implementation of the North-South Expressway project, the canal system and internal roads have been cut off, and the investor has not been able to restore the roads for people to travel. Therefore, many agricultural land areas, although not recovered for the project, have encountered difficulties in production or cannot be cultivated, so they have been abandoned.

According to Mr. Tran Van An - Secretary of the Party Cell of Thuong Khe Hamlet, Hung Nguyen Commune: “ Thuong Khe Hamlet is affected by the roundabout center and the toll station of the highway. Inside the roundabout center, there are more than 2 hectares of agricultural land that are still producing normally but there is no access road. Currently, the North-South Expressway has barricaded the road, so every production season, people have to "steal" the barricades to enter, and when the season ends, it is closed again. I hope the State will create all conditions to reclaim the area inside the roundabout for the people. If not, then roads must be built to ensure favorable conditions for people to go into production.”

Need to be resolved soon to ensure people's livelihoods
According to the provisions of the Land Law: When the State reclaims land and the remaining area of the land plot after reclamation is smaller than the minimum area prescribed by the Provincial People's Committee; if the land user agrees to reclaim the land, the People's Committee at the competent level shall decide to reclaim and carry out compensation, support, and management of this land area.
However, the Land Law only allows land recovery and compensation and support in cases where affected agricultural plots are eligible for land compensation, are within the project's planning scope and the funding source for advance payments is from the project's investment capital. In cases where land plots are not within the project's clearance scope, there is no basis for consideration and settlement of land recovery and compensation according to the provisions of the Land Law. But in reality, these areas do not ensure traffic and irrigation conditions for cultivation, so people cannot produce on their fields.
Mr. Hoang Anh Tien - Chairman of the People's Committee of Hung Nguyen Commune, Nghe An Province, said: "Previously, the People's Committee of Hung Nguyen District (old) had many documents proposing to the project enterprise and the Ministry of Construction but they have not been resolved. The project enterprise needs to soon complete the restoration of intra-field roads and canal systems to serve the production of the people. It is recommended that all levels and sectors pay attention to considering and resolving the recovery of unproductive agricultural land to ensure the rights of the people. This content needs to be urgently resolved in a timely manner to avoid future consequences when implementing the site clearance work for upcoming key projects."
The abandoned fields for many years are not only a waste of land, but also a concern for farmers who are attached to the fields all year round. This situation requires all levels and sectors to soon have appropriate solutions so that farmers have the means of production, ensuring the legitimate rights of people in the areas where the project passes.
