The Hanoi People's Committee has just announced a natural disaster emergency in Ba Vi commune after many serious landslides occurred, including at Minh Quang B Primary School. The incident has caused great concern among parents and students, and the authorities have urgently stepped in to ensure the safety of students.
Due to the impact of storm No. 3 in 2025 (storm WIPHA), many dangerous landslides appeared in Ba Vi commune. At Minh Quang B Primary School (Da Chong village), the 83m long, 4m high embankment wall suddenly cracked, many sections collapsed, revealing mottled red soil. The brick-paved school yard was also sagging.
The scene recorded a mess of broken bricks and stones, with patches of soil gouged out, creating a frog-like shape in the ground. To prevent risks, the authorities and the school erected steel fences, stretched red warning ropes, and placed signs saying “Landslide area - parents and students are strictly prohibited from entering this area”.
Mr. Phung Van Hai, Principal of Minh Quang B Primary School, said the incident occurred after many days of heavy rain, while the construction had been built for more than ten years, the surrounding walls were degraded and the ground was weak. “The school currently has 10 classes with nearly 280 students, divided into two locations. Fortunately, no students were present in the area when the incident occurred,” Mr. Hai said.
Immediately after the incident, the Ba Vi Commune People's Committee coordinated with the forces to block off the dangerous area, and at the same time increased propaganda, reminding teachers and students to stay away from the landslide site. Mr. Phung Van Hai, Principal of Minh Quang B Primary School, said that immediately after the incident, the Ba Vi Commune People's Committee went down to inspect and direct safety measures. The school set up barricades, stretched warning ropes and regularly propagated to students and teachers to proactively avoid the incident.
According to the assessment of the Hanoi Department of Agriculture and Environment, some other sections around the school are also at risk of further landslides if the stormy weather continues. The cause of this situation is due to weak ground, rainwater seeping deep into the ground, combined with surface runoff putting pressure on the foot of the embankment wall.
Not only at the school, Ba Vi commune also recorded at least 8 other landslide locations, directly affecting the lives of people. The city People's Committee has issued a decision to declare a state of emergency regarding natural disasters, requiring urgent handling to ensure the safety of life and property.
Mr. Nguyen Giap Dong, Chairman of the People's Committee of Ba Vi Commune (Hanoi) said that after storm No. 3, landslides occurred in some areas of the commune, including the school area. Immediately after the incident, the commune authorities urgently reported to the city and coordinated with departments and branches to take measures to handle the situation. Hanoi City has issued a document declaring a state of emergency in Ba Vi, and at the same time allocating resources and providing specific instructions for the locality to implement remedial steps.
According to Mr. Dong, the commune's motto is "four on-site", ensuring the safety of people's lives and property, while giving priority to students with stable learning conditions. The commune People's Committee is coordinating to speed up the survey, design, and repair of landslides as soon as possible, striving to complete before Tet.
“We will quickly fix the problem at Quang Minh B Primary School, both in accordance with legal regulations and ensuring safety, so that students can go to school with peace of mind and people can live and work with peace of mind,” Mr. Dong added.
