Rising river levels pose a very high risk of deep, widespread flooding in the downstream areas of rivers; localized flooding of bridges on some traffic routes in mountainous areas; localized flooding of urban areas and areas with poor drainage. In addition, there is a high risk of flash floods and landslides on the slopes of communes in mountainous areas, construction sites under construction, landslides on river banks and streams, and landslides on traffic roads.
In addition, floods on rivers can inundate roads and low-lying residential areas, causing unsafe traffic when traveling through flooded roads and culverts; affecting production, aquaculture, and socio -economic activities. People need to be vigilant when traveling through flooded culverts, culverts, and roads.
From the night of September 26 to 27, heavy rains occurred in all localities of Quang Tri province. According to the Quang Tri Hydrometeorological Station, the water levels of the rivers are fluctuating below alert level 1, except for the Kien Giang River at Kien Giang Station, where the water level is rising above alert level 1.
Currently, some areas in the province have been flooded and isolated, such as: Km28 spillway bridge (Ly Ton village, Dakrong commune) is flooded 0.5m deep; at Underground 25 National Highway 9B (Kim Ngan commune), the water level is about 0.5 - 0.7m high, making it impossible for vehicles to move; some roads in urban areas are also partially flooded.
In addition, according to the review, in Quang Tri province there are currently 128 riverbank landslides and 10 coastal landslides; of which there are 5 particularly dangerous landslides and 46 underground overflows that are often cut off during floods.
The province directed units and localities to prepare guards and arrange barriers and warning signs at flooded and isolated underground and spillway locations; develop plans to evacuate people from landslide-prone areas, dangerous areas, etc. to ensure safety for people and vehicles.
Up to now, the total capacity of the Irrigation reservoir managed by the Irrigation Works Exploitation One Member Limited Liability Company has reached about 67.82% of the design capacity. The province requested the Department of Agriculture and Environment to direct dam owners and investors to urgently deploy plans to ensure safety for the irrigation system and dykes, paying special attention to key reservoirs, lakes, dams, dykes, river embankments, and sea embankments that are under repair. Reservoir owners are required to review the water level situation, strictly implement the operating procedures, and ensure absolute safety for the works and downstream areas.
In addition, Quang Tri province directed the Department of Construction to organize inspections and direct units and localities to be ready to deploy measures to ensure safety for civil works and unfinished construction works; at the same time, ensure the safety of the traffic infrastructure system during the storm.
The Department of Industry and Trade focuses on directing the work of ensuring the safety of projects under its management, especially hydroelectric dams, wind power projects, and power grid systems; requiring hydroelectric dam owners to operate in accordance with regulations, ensuring the safety of projects and downstream areas. At the same time, proactively prepare plans to reserve fuel and essential goods, especially in areas that are frequently isolated, to promptly meet people's needs when incidents occur.
The Department of Education and Training closely monitors the storm's developments, promptly directs and guides educational institutions to deploy response plans appropriate to the actual situation; proactively announces school closure schedules, ensuring absolute safety for students and teachers.
