From early morning on September 27, leaders of the People's Committee of Luong Minh commune directly inspected the vulnerable points in the area. In particular, for the area on both sides of Xop Mat suspension bridge, which was swept away by floodwaters in recent floods, there was a request to stop traffic on boats and ferries to ensure the safety of more than 500 households and hundreds of elementary school students.

Mr. Nguyen Van Hoa - Chairman of the People's Committee of Luong Minh commune affirmed: "The locality will resolutely ban all types of ships and boats from crossing the river. The purpose of the ban is to ensure the highest safety for people and property of the people."
On the inter-commune road leading to Chieu Luu and Bao Thang communes, where more than 5,000 people of the Mong, Thai and Kho Mu ethnic groups live, the risk of being cut off when it rains heavily is very high. On the afternoon of July 26, the road and spillway through Xieng Thu village were flooded and cut off, and the authorities have temporarily banned traffic.
Mr. Thai Dinh Bay - Principal of Bao Thang Primary School shared with concern: "If the heavy rain continues, it will be impossible to travel, causing everything to stagnate, affecting the study and accommodation of students as well as teachers."
On National Highway 7, the section passing through Noong De village (Nam Can commune) and Provincial Road 543D going into the border area of Muong Tip commune, many days of continuous rain have caused a series of landslides. Because the landslides are numerous and widespread, people's travel is in great danger.
Mr. Lo Van Hang in Muong Tip commune said: "It's very difficult to go when it rains, there are landslides everywhere, rocks are rolling down from above, it's very dangerous. I hope the storm doesn't come, it doesn't rain anymore."

In Thong Thu commune, by the afternoon of September 27, after many consecutive heavy rains, a landslide also occurred in Muong Phu village. Dozens of cubic meters of soil and rocks slid down the road and blocked the stream; flooded into Mr. Lo Van Minh's house; the road to Na Hum village and some points on National Highway 48 and National Highway 16 also had landslides.
The Border Guards of Thong Thu Station were present in time to help the family move their belongings out of the house. The Traffic Management Department of Dong Van and Hua Na also mobilized machinery to level and clear the landslides, ensuring the route was cleared as soon as possible.

By the late afternoon of September 27, on Provincial Road 543 (passing through the communes of Luong Minh, Tuong Duong, Nga My, Yen Hoa), there were many landslides and mud-filled areas that had not yet been repaired. In case of heavy rain, these locations would be extremely dangerous for people and vehicles passing by.
On the afternoon of September 27, Yen Na commune sent working groups to inspect landslide and flooding risks at spillways and Ban Ve hydropower dam area. At the same time, the commune also established 24/7 teams at the commune headquarters and key villages, ready to respond when the storm makes landfall, promptly handle arising situations, and ensure the safety of people's lives and property.

Provincial departments and agencies as well as local leaders are currently closely monitoring weather developments, and directing forces to deploy plans, ready with the "4 on-the-spot" motto to ensure timely response, minimizing damage to people. Along with that, conducting reviews and implementing plans to lock down and warn, to ensure the highest safety for people and vehicles traveling on the roads.
