Public services… without people
Public administrative service center (one-stop shop), just need to install computer screens, install AI software and no longer need on-duty staff.
When people and businesses carry out administrative procedures, they only need to present their identification documents through the scanner and the AI software will recognize them to carry out registration procedures, request scanning of related documents and papers, etc.
This control is to receive citizens' requests and then check them later. Citizens only need to confirm that they are responsible for their declarations.
Mr. Luong Ngoc Tuan, an information technology (IT) and digital transformation expert in Ho Chi Minh City, shared that this step of working with AI basically solves 60% of people's procedural needs.
Only when procedures are stuck, missing relevant documents, needing certification from departmental specialists, will it be necessary to connect by phone or text message with the person in charge. Finally, if there are too many problems, the management specialist will schedule a meeting with the citizen.
Administrative activities with the support of AI will be very streamlined, efficient, avoiding the negatives arising in "person-to-person" communication. Public administrative service centers, accordingly, also minimize the working apparatus, are "unmanned" office environments, greatly reducing costs.
“Now the context is different, administrative agencies should reconsider this issue, possibly applying AI at a higher level, organizing additional software embedded into the services people are using, such as cable TV subscriptions, fiber optic internet packages, so that people can sit at home and register to do administrative procedures,” Mr. Luong Ngoc Tuan assessed.
According to the Ho Chi Minh City Youth Union's technology consulting group, AI solutions are an inevitable requirement in the digital transformation process in state offices.
Current provincial and municipal administrative management levels need to approach digitalization from this direction, deploying smart AI applications to help reduce the time for completing procedures, reduce the number of steps for checking and verifying duplicate procedures, and especially minimize inconvenience for people when they are not fully supported.
Unmanned public services are a way to streamline administrative procedures and increase people's initiative and self-awareness; if people do not understand clearly, they can combine hiring private support services.
Increase efficiency in serving people
According to consultants, most people today, especially in urban areas, have smartphones, a tool that easily interacts with AI tools.
Therefore, with just incentive policies and instructions on using AI applications integrated in administrative management software through the use of phones, people will adapt very quickly to the digital environment of public services.
Especially with the policy of promoting citizens' civil responsibility, through upgrading identification with ID cards that the Central Government is directing, people's responsibilities and obligations are increasingly transparent.
For businesses as well, digital procedures through AI integration will shorten the time required to register necessary procedures, mainly only requiring businesses to self-declare and take responsibility for their business and investment... before the authorities and the law.
Businesses will therefore shift from passively waiting for licenses and permissions from authorities to proactively registering and implementing business activities.
Business investment activities will become more transparent, especially regarding tax obligations and social responsibilities. Human resources departments in businesses, such as accounting, corporate control, etc. will be increasingly streamlined and effective.
According to Mr. Luong Ngoc Tuan, the problem with digital technology and the progress of applying AI in administrative offices today is whether the capacity and awareness of the staff and civil servants can keep up or not.
This issue is actually being promoted by the Central Government through the policy of administrative streamlining, local mergers, and enhancing the status of grassroots administrative units.
Accordingly, the team of civil servants of provinces, cities, and ministries need to clearly recognize their responsibility to study and train, and resolutely change their mindset to "serve instead of manage".
When this spirit is thoroughly understood, the administrative apparatus at localities will change, becoming both streamlined and flexible, while closely following specific action requirements, working for the people.
Once digital technology penetrates the administrative apparatus, state offices will no longer be confined to the headquarters office, nor will they necessarily adhere to the “golden 8 hours”, but will be proactive and flexible, so that each person can complete the task of serving the people in the best way. That is the important criterion of administrative streamlining.
