Declaring war on crimes of production, circulation and trade of counterfeit goods

On the afternoon of June 23, comrades: Pham Minh Chinh, Politburo member, Prime Minister; Bui Thanh Son, Deputy Prime Minister, Head of the National Steering Committee 389 chaired a national online conference to review the work of the first 6 months of 2025 and summarize the peak period of fighting, preventing and repelling smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

In the first 6 months of 2025, the functional forces actively and proactively carried out professional measures, promptly detected, fought, prevented, arrested and strictly handled violations of the law related to smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights within their authority, contributing to stabilizing the market and protecting the rights and interests of businesses and consumers. The work of exchanging and sharing information and coordinating the fight against smuggling, trade fraud and counterfeit goods between the Steering Committee 389 of ministries, branches, provinces and cities achieved high efficiency, many major violations were promptly detected, arrested and handled; information and propaganda work against smuggling, trade fraud and counterfeit goods on the media was widely spread to many fields, localities and subjects. However, the activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud and counterfeit goods across borders, border gates, land, trails, border openings, sea borders, seaports, sea areas, airways, and key inland areas are still complicated. Units and localities have arrested and handled over 50,700 violations, collected over 6,500 billion VND to the state budget, and prosecuted 1,875 cases with 3,235 subjects.

Summing up the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights (from May 15, 2025 to June 15, 2025), the whole country has arrested and handled 10,437 cases of smuggling, trade fraud, and counterfeit goods (an increase of more than 80% compared to May). Of which, there are 1,936 cases of trading and transporting prohibited and smuggled goods; 6,870 cases of trade fraud and tax fraud; 1,631 cases of counterfeit goods and infringement of intellectual property rights. Thereby, the state budget collected 1,279 billion VND, temporarily detained goods and exhibits worth an estimated more than 4,075 billion VND, prosecuted 204 cases with 378 defendants.

Conference points of provinces and cities.

At the conference, delegates from ministries, branches and localities discussed and analyzed existing problems, limitations, causes and lessons, thereby proposing solutions to improve the effectiveness of the fight against smuggling, trade fraud, counterfeit goods and goods infringing intellectual property rights in the coming time.

Speaking at the conference, Prime Minister Pham Minh Chinh requested ministries, branches and localities to strengthen direction, urge, mobilize the active participation, coordination and close mutual support of functional forces; mobilize the combined strength and participation of all classes of people in the fight, prevention, repelling and eventually eradicating smuggling, trade fraud and counterfeit goods. He requested all levels, branches and localities to tighten state management in this field, demonstrate the spirit of determination to declare war and not to compromise with all types of crimes of production, circulation and trading of counterfeit goods, especially counterfeit drugs, counterfeit functional foods and counterfeit foods. At the same time, launch a movement that each citizen is a soldier on the front line against counterfeit goods and become smart, wise consumers, proactively protecting the rights and health of themselves and their families.
