The Hanoi City People's Committee has just issued Official Dispatch No. 5400/UBND-KT on coordinating direction and implementation of non -agricultural land use tax collection in 2025.
To do this job well, the City People's Committee assigned the Department of Agriculture and Environment to direct the Land Registration Offices to proactively coordinate with the Tax Department to complete the land database at 126 commune-level units in a 90-day and night campaign to enrich and clean the national land database, ensuring the criteria of "Correct, sufficient, clean, alive, unified, shared".
The Department of Culture and Sports directs press agencies, radio and television broadcasting, electronic information, and grassroots information units to strengthen and promote propaganda work to help each citizen and household understand, agree, and implement the installation and payment of non-agricultural land use tax electronically via eTax Mobile and other non-cash forms.
The Department of Home Affairs (City Emulation and Reward Board) guides the City Tax Department to register for emulation; proposes the City People's Committee to reward and commend outstanding collectives and individuals, typical examples in coordinating propaganda and guiding the installation of non-agricultural land use tax payment via eTax Mobile.
Hanoi City Tax directs the local Tax to develop an implementation plan, make a list of taxpayers who have not installed eTax Mobile for each residential group and hamlet; assign staff to coordinate with the People's Committee at the commune level, residential group leaders, Youth Union, digital transformation team, and authorized tax collectors to organize training sessions, support on-site installation for people, and guide tax payment operations and tax payment on behalf of people on the eTax Mobile application.
In addition, the City Tax Department guides 100% of taxpayers to install eTax Mobile when registering for tax, transfer transactions, etc. at the Tax Department; implements multi-channel communication solutions, such as: Compiling sample messages, radio broadcasts, video clips, short leaflets about the benefits and how to use eTax Mobile to propagate on loudspeakers, Zalo groups, Facebook of residential groups, bulletin boards to each neighborhood.
Departments, branches and sectors propagate and guide civil servants and taxpayers to install and use eTax Mobile.
People's Committees of communes and wards shall confirm information on non-agricultural land use tax declarations according to the Law on Non-agricultural Land Use Tax and guiding documents for implementation, transfer to Tax authorities to calculate and prepare tax books in a timely manner; coordinate with grassroots Tax authorities to sign collection authorization contracts, assign and arrange staff to perform collection authorization work, village group staff, mass organizations, digital transformation teams to guide and support taxpayers in installing and using eTax Mobile; direct specialized departments to proactively coordinate with grassroots Tax authorities to complete the land database in the 90-day and night campaign to enrich and clean the national land database; propagate and mobilize taxpayers to understand and agree to install eTax Mobile.
