The Da Lat belt road project ( Lam Dong province) has a length of 7.4km, started construction in July 2021 with a total investment of about 870 billion VND and is expected to be completed in June 2023. The route runs from Truc Lam - Yen Tu intersection (Xuan Huong ward - Da Lat) to Hoang Van Thu street (Cam Ly ward - Da Lat), using a land fund of more than 27 hectares. The project is invested by the Department of Transport of the former Lam Dong province (now the Department of Construction). The project is expected to complete infrastructure, enhance traffic connections between urban wards of Da Lat, contribute to reducing traffic congestion in the central area and promote local socio -economic development. However, according to the Center for Environmental Resources and Land Fund Development of Lam Dong province, 7km of the road has been completed, but the last 400m cannot be constructed because 7 households have not yet handed over the land.
The cause was determined to be that some households still had problems with land documents, resettlement locations, compensation prices, or had complaints related to their rights. For example, Mr. LXS's family is stuck with procedures to adjust the land use right certificate and apply for a construction permit for the remaining area; while Mr. TCT's family requested to be resettled in another area and asked for an additional plot for a 3-generation family. Faced with the above situation, the Department of Construction of Lam Dong province proposed that the Provincial People's Committee direct the wards to continue allocating resettlement land according to the existing decision; at the same time, promptly approve and publicize resettlement land prices to completely resolve the handover of land.
An unfinished road makes traffic difficult for people.
Heavy rain caused a large amount of rock and soil to spill onto the road, posing a potential risk of accidents.
According to the Center for Environmental Resources and Land Fund Development of Lam Dong province, the compensation, support and resettlement plan of the project was approved by the People's Committee of Lam Dong province with 21 decisions, totaling over 372 billion VND. Of which, over 342 billion VND has been paid to 148 households related to the project.
