Provincial People's Committee held a plenary session

This morning, September 24, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee Ha Sy Dong, Le Duc Tien, Hoang Nam chaired a plenary meeting with leaders of departments, branches, and localities to assess the socio-economic development and national defense and security situation in the first 9 months of 2024; and give opinions on the contents presented at the 27th session of the 8th Provincial People's Council. Many socio-economic indicators exceeded the plan.

The report at the meeting stated: In the first 9 months of 2024, the socio-economic development situation and ensuring national defense and security achieved many positive results. The total product in the area is estimated to increase by 5.17%; the total budget revenue in the area up to September 15, 2024 is 3,043 billion VND, reaching over 78% of the estimate and equal to 122.3% of the same period in 2023.

The rural agricultural sector has made significant progress, in which the output of all crops has increased sharply compared to the previous year with the total output of grain estimated at 30.62 thousand tons; the whole province has 3/7 districts meeting the new rural standards, of which 75/101 communes have met the new rural standards, accounting for 74.3%.

Industrial production index is estimated to increase by 3.86% over the same period last year; total retail sales of goods and consumer service revenue increased by 12.71% over the same period; in 9 months, Quang Tri welcomed about 2,915,000 tourists , up 52.06% over the same period; social revenue is estimated at about 2,300 billion VND, up 33.8% over the same period.

Key programs and driving projects have been focused on, directed urgently and created positive changes. The cultural and social fields have been directed with attention and achieved many high results, including creating new jobs for 10,334 workers, reaching 82.7% of the yearly plan; social security has been paid attention to, ensuring the material and spiritual life of the people.

Organize well the important political, economic, cultural and social events of the homeland, especially the Festival for Peace, the groundbreaking ceremony of Quang Tri Airport and the Conference to Announce the Planning of Quang Tri Province for the period 2021 - 2030, with a vision to 2050, with great success, creating a strong impression and influence, arousing resources, potentials and competitive advantages. The field of education and training has many new bright spots in improving the quality of mass education and key education.

In addition, the procedures and documents for the Project on reorganizing district and commune-level administrative units for the 2023-2025 period have been completed and submitted to the Ministry of Home Affairs and the Government according to regulations. Administrative reform and improvement of the investment, production and business environment have received attention and direction and have had clear changes.

Since the beginning of the year, the province has had 259 newly registered enterprises and 156 affiliated units with a total registered capital of over VND2,206 billion; attracted 34 investment projects with a registered capital of VND8,773.3 billion, higher than the same period last year; mobilized 37 non-governmental projects, with a total committed aid value of USD7.3 million.

Foreign affairs, foreign economic activities and investment promotion continued to be focused on and achieved good results.

The work of receiving citizens is maintained regularly; the settlement of complaints and denunciations is ensured in accordance with legal regulations, contributing to limiting the situation of complicated and prolonged complaints; the rate of settlement of petitions and complaints reaches 86%. National defense and security are maintained, social order and safety are guaranteed, creating a favorable and safe environment for socio-economic development.

Regarding the content of the 27th session of the Provincial People's Council, the Provincial People's Committee plans to present 18 contents, including 9 contents on public investment, the most important of which is to submit to the Provincial People's Council for comments on the proposed Medium-term Public Investment Plan for the period 2026 - 2030.

In addition to the achieved results, the conference spent a lot of time discussing and frankly pointing out the difficulties and limitations of the economy such as low growth of total product in the area compared to the plan and the growth rate in the same period in 2023, in which the industrial production index was low.

Although great efforts have been made to focus on directing the site clearance work, it still encounters many obstacles and difficulties, leading to slow progress, especially the site clearance work for the Van Ninh - Cam Lo expressway component project and a number of other important projects.

Based on the opinions of departments, branches and localities, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee highly appreciated the efforts of all levels and branches to overcome the difficulties of the economy, actively coordinate and carry out tasks in assigned fields, and complete the socio-economic, national defense and security targets according to the set plan.

In particular, many projects that are driving forces and create long-term competitiveness for the Quang Tri economy have been started and implemented, creating momentum for a breakthrough. In addition, the work of drafting reports and submissions by the Provincial People's Committee and the draft resolution submitted to the 27th session of the Provincial People's Council is highly appreciated.

Chairman of the Provincial People's Committee Vo Van Hung emphasized that this is the year to accelerate and complete the goals set out in the Resolution of the 17th Provincial Party Congress. Therefore, the task is to promptly remove difficulties, obstacles and problems of the economy.

Regarding the tasks for the last months of 2024, it is forecasted that the situation will continue to have many difficulties. Striving to achieve the growth target of 6.5-7% according to the Conclusion of the Provincial Party Committee and the Resolution of the Provincial People's Council and 7-7.5% according to the Action Program of the Provincial People's Committee becomes a huge challenge, requiring great efforts and determination of the entire political system, of all classes of people and the business community.

In particular, it is necessary to focus on directing the acceleration of the implementation of key projects according to plan. Maintain the disbursement rate of public investment higher than the national average. Well implement the tasks and solutions for financial management and local budget in the last months of 2024 in conjunction with solutions to exploit budget revenue sources, striving to complete the state budget revenue estimate for 2024 at the highest level.

Research, propose and immediately implement new, positive and effective solutions to exploit potentials and strengths in each economic sector and area, especially the industrial and construction sector.

Directing the production of autumn-winter and winter crops. Strictly implementing disease prevention measures for livestock, poultry, pets and aquatic products. Propagating and guiding the good implementation of the Fisheries Law and regulations on combating IUU fishing. Strengthening forest fire prevention and fighting.

Focus on supporting investors to accelerate the implementation of production and business projects, wind power, small hydropower, urban development projects that have been granted investment policies. Continue to support the electricity industry to deploy investment in 500kV transformer station projects and connecting lines in Quang Tri.

Continue to support the province's typical agricultural products to be included in domestic e-commerce trading floors, supermarket systems, modern retail chains, and product display points.

Focus on effectively implementing the Provincial Party Committee's Action Program and the Provincial People's Committee's Plans on developing tourism into a spearhead economic sector. Improve the quality and efficiency of services and import-export activities.

Receive comments from Central Ministries and branches, complete the Provincial Planning Implementation Plan and submit it to the Prime Minister for approval; complete and implement specialized planning for the 2021-2030 period in accordance with the law.

Guide and support investors to organize the implementation of projects that have been granted investment policies according to the committed schedule, especially projects that have been extended and are expected to be implemented in 2024. Review and consider terminating projects that are not implemented or are too slow to implement according to the provisions of the Investment Law.

Promote the implementation of national target programs. Improve the quality and efficiency of cultural and social activities, ensure social security, improve and enhance all aspects of people's lives, especially in remote and isolated areas.

Improve the quality and effectiveness of administrative reform and the direction and administration of authorities at all levels; effectively reorganize the apparatus; promptly and legally resolve complaints and denunciations.

Carry out foreign affairs well; organize the Conference "Introducing Quang Tri" in Hanoi; maintain political security and social order and safety in the area. In particular, improve the efficiency of management, exploitation and sustainable use of natural resources; proactively and effectively respond to climate change, prevent, combat and mitigate natural disasters; deploy plans to minimize human and property damage during the rainy and stormy season.
