Be proactive early, prepare from afar

We had the opportunity to attend the warning session to practice the plan to prevent and combat dike erosion of Battalion 1, Regiment 6, Hue City Military Command. After the alarm bell rang, with careful preparation, in a very short time, 100% of Battalion 1's troops were present with full dike protection materials to overcome the erosion. At the selected "combat" area next to Dai Giang River, under the command of Captain Tran Van Nhat, Deputy Battalion Commander of Battalion 1, officers and soldiers of the unit coordinated with functional forces to quickly focus on saving the dike.

Captain Tran Van Nhat shared: Before the storm season, the unit often organizes rescue training close to reality. The locality often has flooding and landslides every year, so the unit focuses on training and fostering soldiers to master the skills to handle situations such as moving people and property out of dangerous areas, swimming to rescue drowning people, first aid for drowning people and helping people when situations arise.

As a unit ready to fight in every rainy and stormy season, Lieutenant Colonel Nguyen Bao Lan, Commander of Regiment 6, said: “The unit strictly maintains a duty regime, regularly monitors weather developments, proactively develops plans for natural disaster prevention and control (PCTT), search and rescue (TKCN), and ensures absolute safety for people and property. In particular, the focus is on arranging a core force of 200 officers and soldiers, along with equipped vehicles ready to mobilize to help people in vulnerable areas when requested.”

Directly in charge of 7 communes and wards, including 5 communes in the border area of ​​the old A Luoi district, Lieutenant Colonel Le Van Trung, Commander of the Defense Command of Area 2 - A Luoi, informed: "When storms occur, the PCTT and TKCN Command directs localities to check households at risk of being affected by landslides and flash floods to evacuate to safe locations. The unit directs militia forces to stand guard at flooded roads and bridges to ensure people's safety; help people lift up belongings and brace their houses. At the same time, send forces ready to help people overcome problems when storms pass."

Immediately after completing the apparatus according to the operation of the 2-level local government, the City Military Command organized to draw lessons and deploy the tasks of PCTT and SECN, clearly defining the motto of action: "Proactive from early, prepare from afar, respond promptly, overcome urgently and effectively" with the focus on the motto "4 on-site". In which, directing agencies and units to organize training, practice and master the plans; improve leadership, command capacity and SECN skills for forces directly participating in PCTT and SECN, including: Militia, reserve, regular troops, mobile shock teams at the grassroots level.

Standing with the People

Up to now, the subordinate units and the Commune Military Command have fully developed a system of civil defense documents, natural disaster response, and search and rescue in accordance with regulations, close to the local reality after implementing the organization of two-level local authorities to have a specific and most suitable rescue coordination plan. On the other hand, forces and means are prepared to be on duty 24/7 at the command posts at all levels in accordance with regulations and ensure logistics and technical readiness to mobilize when situations arise.

Colonel Le Huy Nghia, Deputy Commander and Chief of Staff of the City Military Command, informed: In order for the armed forces to be ready to respond promptly and effectively to natural disasters, we focus on proactively grasping the situation, developing and practicing realistic PCTT and TKCN response plans, improving early warning capacity and skills for officers and soldiers. At the same time, fully prepare forces, means, and materials on the spot, ensure logistics, and strictly implement combat readiness regimes, and be ready to mobilize when ordered. Prepare response plans for each type of natural disaster that may occur in the area according to the "4 on-site" motto, especially plans and scenarios for responding to heavy rains, floods, landslides, flash floods, storms, and reservoir operations.

For many years now, the armed forces in many localities across the province have actively supported people in mobilizing assets, reinforcing houses to cope with storms such as bracing roofs, moving objects to higher places and moving boats to safe places. The image of military officers and soldiers always being present urgently to help people in vulnerable areas to minimize damage caused by storms, demonstrating the spirit of "standing side by side with the people in difficult times" further enhances the noble qualities of "Uncle Ho's soldiers" in the new situation.

The city's armed forces have stockpiled goods for flood and storm prevention, including: 20,000 kg of rice; 4,000 boxes of instant noodles; 2,000 units of dry food; 100,000 bottles of bottled water (500 ml); and reserve gasoline and oil to ensure stable and continuous supply when there are forecasts of natural disasters, floods and storms, and throughout the rainy and stormy season. In addition to ensuring boats, canoes, and amphibious vehicles, the armed forces are also equipped with 5 decoy line shooting devices, 137 sets of tents, 47 rafts, 1,940 round buoys, 1,775 life jackets, and many other equipment and materials.
