(TN&MT) - On January 10, in Hanoi, Deputy Minister of Natural Resources and Environment Tran Quy Kien chaired the conference to review the work in 2024 and deploy the tasks for 2025 of the Ministry's Office.
Reporting at the Conference, Mr. Trinh Xuan Quang - Deputy Chief of Office of the Ministry of Natural Resources and Environment said that over the past year, the Ministry's Office has closely followed and thoroughly implemented the motto of action "Discipline, responsibility, proactiveness, timelyness, accelerated creativity, sustainable efficiency" to advise and coordinate activities to ensure good service for the direction and administration of the Ministry's leaders, and at the same time closely coordinated with units in implementing major activities and events.
The results achieved by the Ministry Office in 2024 demonstrate flexibility, innovation, and adherence to working regulations and requirements of the Ministry's leaders, regular improvement and adjustment of processes, and a combination of top-down direction and handling methods with bottom-up advice and proposals, in order to speed up progress and overcome the situation of missed work and slow work.
In particular, the Ministry Office has focused on consulting on administrative procedure reform, implementing the one-stop shop mechanism, the interconnected one-stop shop mechanism and building an e -Government . The One-stop shop Office has done a good job of receiving, reviewing the completeness and validity of records, statistics, reporting on the situation and results of handling administrative procedures on the Ministry's Administrative Procedure Handling System in a timely, public and transparent manner.
At the same time, the effective organization and implementation of document and archive work, through which the Ministry of Natural Resources and Environment is evaluated as one of the first units to thoroughly and effectively implement work processing in the network environment, minimizing the use of paper documents, saving time, effort and costs for printing and publishing.
The Ministry Office has also performed well the role of a level III budget unit, ensuring full and timely implementation of planning and financial work of the Ministry's agencies in the context of increased workload due to receiving general staff units on environment, land and Ministry communications, while human resources are still lacking compared to work requirements.
Regarding information and propaganda work on policies, laws, and the leadership and management activities of the Ministry's leaders, the Ministry's Office has proactively coordinated with the TN&MT Newspaper, TN&MT Magazine, and TN&MT Communication Center to gradually improve and enhance the quality of communication, fully and promptly reflecting all activities of the Ministry, Ministry leaders and sectors.
In administrative and management work, the Ministry Office has been proactive and closely coordinated with local authorities at the Ministry's headquarters in ensuring security, order, and arranging scientific and reasonable headquarters space in the context of limited space when constructing the project "Investment in the inter-agency area of State management under the Ministry".
However, frankly speaking, the activities of the Ministry's Office still need to overcome some shortcomings and limitations, such as the need to better ensure progress in consulting and synthesizing.
In addition, implementing the requirement to arrange and streamline the apparatus according to Resolution 18 - NQ/TW, it is expected that the organizational structure of the new Ministry will have many changes and with the merger time being very urgent, the work of arranging and reorganizing the Headquarters still faces many difficulties, the implementation is still slow, and there are not proactive resources to complete the offices, etc.
According to Mr. Pham Tan Tuyen - Director of the Department of Organization and Personnel, Ministry of Natural Resources and Environment, in the past year, the Ministry Office has advised, synthesized, and assisted the Ministry's leaders in coordinating to effectively implement assigned tasks. Having gone through many difficult and unresolved backlogs from previous years, this year, the Ministry Office has coordinated with the units under the Ministry to complete the remaining issues, this is a great effort.
However, this year, in response to the increasingly high demands of the Ministry's leaders on management and improvement of human resource quality as well as expertise, from general staff work, administrative procedure settlement, document archiving, etc., the Ministry's Office needs to continue to improve and accelerate the implementation of the Projects and Decisions approved by the Government.
When changing the organizational structure between the two Ministries, Mr. Tuyen requested the Ministry Office to urgently review the Project to merge the two Ministries to systematically improve personnel, and each individual also needs to improve their professional capacity and make efforts to learn to integrate.
Concluding the Conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien highly appreciated the efforts of the Ministry's Office in the past year.
The outstanding results of the Ministry of Natural Resources and Environment in 2024 are that the Laws such as the Land Law, the Mineral Law, etc. were completed 4-5 months earlier than expected for practical application, and were also highly appreciated by Deputy Prime Minister Tran Hong Ha in the completion of the promulgation of the Law. This was achieved thanks to the support, advice, and synthesis of the Ministry's Office and implementing units.
At the same time, in order to deploy the work and tasks in 2025, the Deputy Minister emphasized: The merger of the two Ministries and the merger of units in the future will have new difficulties, but we "will not retreat, we must get used to it, we must not be afraid!". The Deputy Minister requested that the Department of Organization and Personnel and the Ministry Office need to work urgently to complete the organizational model of the new Ministry, most importantly, to draft the Draft of functions and tasks of the new Ministry, ensuring that it covers the tasks of the two Ministries.
Along with that, the Deputy Minister assigned the Department of Planning and Finance to coordinate with the Ministry's Office to develop a master plan to arrange and use agency headquarters according to the Plan and plan to merge the two Ministries; assigned the Department of Digital Transformation and Natural Resources and Environment Data Information to preside over and coordinate with the Ministry's Office to urgently build and integrate the Ministry's administrative procedure settlement information system, ensuring synchronization and connectivity with the National Public Service Portal, as well as urgently build and soon put into operation the Ministry's smart management and operation system, connecting with the Government's Operation Center, Ministries, branches and localities to effectively and promptly support the direction and operation work, etc.
Finally, Deputy Minister Tran Quy Kien requested the units, especially the Ministry Office, to maintain a steadfast working attitude and urgently complete unfinished tasks, no later than the end of February 2025; at the same time, it is necessary to improve the quality of consulting, synthesizing, strengthening monitoring and urging the implementation of the Work Program and tasks assigned by the Government, the Prime Minister and the Ministry's leaders, etc.
In addition, the Ministry's Office needs to be the unit in charge of coordinating, implementing, guiding, inspecting and urging the implementation of the Plan on innovation in implementing the one-stop shop and one-stop shop mechanism in handling administrative procedures of the Ministry, as well as promoting information, propaganda, guidance and encouragement for people and businesses to proactively participate in implementing and using online public services.
