One of the highlights of the 2020 - 2025 term, right after the Congress, when identifying 3 breakthroughs in agriculture and forestry, tourism and transport infrastructure, dynamic urban areas and synchronous information technology infrastructure, in a modern direction, the Provincial Party Standing Committee and the Provincial Party Executive Committee issued specialized resolutions to deploy and bring the province's breakthroughs to truly create momentum for other economic sectors of the province.

Agriculture - the mainstay of the economy has been the sector that the province has focused on for many terms. With practical and effective support policies, especially after Resolution No. 16-NQ/TU of the Provincial Party Committee on the development of commodity agriculture and Resolution No. 36 on sustainable forestry development, this economic sector has made significant changes. During this period, the province issued 20 resolutions and policies to support commodity agricultural production, with a total regular expenditure of more than 378 billion VND, along with the state budget supporting more than 94 billion VND for 79 production linkage projects. These policies not only aim to improve production capacity, but also encourage the formation of value chain linkages, develop consumer markets and protect the ecological environment.

The whole province has completed 1,200 km of canals and more than 3,100 km of rural roads, creating favorable conditions for agricultural production and circulation. Each year, the province plants over 11,000 hectares of new forests, ranking among the top provinces with the largest forest plantation areas in the country; forming a stable wood and paper plantation area of over 190,000 hectares, of which the large wood forest area is over 85,600 hectares; the forest cover rate reaches 65.18% (ranking 3rd in the country); annually exploiting over 1.1 million m3 of wood, ranking first in the northern mountainous provinces in terms of timber output; the forest area that has been granted sustainable forest certification ranks first in the country. Over 12,500 hectares of forest with new varieties, improving productivity and wood quality. In particular, the province has developed the Project "Building Tuyen Quang into a high-tech forestry zone and a wood production and processing center", with the ambition of making Tuyen Quang a wood production and processing center of the whole country.

The breakthrough in tourism is also supported by many important resolutions and decisions. For the first time, the province issued policies for tourism development. At the same time, the People's Council and People's Committee issued decisions and resolutions to support tourism development in the province, in order to provide timely support and create favorable conditions to attract investment in tourism development in the province with the goal of exploiting and promoting the province's tourism potential and strengths. In addition, the Smart Tourism Project was issued; the Project to build typical products by 2025; the Project to build the Tan Trao National Special Relic Site into a center for revolutionary history education associated with tourism development nationwide, basically meeting the criteria of a national tourist site; My Lam Mineral Spring Tourist Area is a high-class eco-resort tourist area, meeting international standards; Na Hang - Lam Binh Eco-tourism Area is a center for eco-tourism, community tourism, and discovery tourism with a national brand, moving towards an international brand; Build and upgrade Thanh Tuyen Festival to become a festival of international scale and brand; build Dong Van Karst Plateau Global Geopark to become a national tourist area... Thanks to stimulus policies, the number of tourists coming to Tuyen Quang is increasing. By 2024, the number of visitors will reach over 3.2 million, achieving 100% of the target of the Resolution of the Congress for the 2020 - 2025 term...

In this period, the Provincial Party Committee identified transport infrastructure as the "backbone" connecting, exploiting economic and tourism potential, and creating regional linkages. In the period of 2020 - 2025, many key transport projects were inaugurated: Tuyen Quang - Phu Tho Expressway (connecting with Noi Bai - Lao Cai Expressway); Tuyen Quang - Yen Son urban development axis road; Bach Xa Bridge (Ham Yen); Son Duong District Center Bridge and Bypass Road; Xuan Van Bridge... After Tuyen Quang - Phu Tho Expressway, Tuyen Quang continued to accelerate the construction progress of Tuyen Quang - Ha Giang Expressway project, becoming a turning point connecting the region and the whole country. The Provincial Party Committee directed the strong development of rural transport, concretizing 85% of inter-commune roads, 70% of inter-village roads by 2025; implementing the program "Eliminating temporary bridges and people's bridges", helping thousands of households in the highlands escape isolation.

Thanks to the synchronization and determination of the Provincial Party Committee, the province's socio-economy has had comprehensive and sustainable development.

SOME KEY TARGETS BY 2030

- Gross regional domestic product (GRDP) (current price) reached 170,000 billion VND.
- Gross regional domestic product (GRDP) per capita by 2030 (current price) reaches 95 million VND/person.
- State budget revenue in the area strives to reach 12,000 billion VND.
- Attracted 6 million tourists.
- Human Development Index (HDI) reached 0.72.
- The proportion of employed workers in the economy reached 61.69%.
- Strive for 11 doctors per 10,000 people. 44 hospital beds per 10,000 people. The rate of people participating in health insurance compared to the population reaches 98%.
- The poverty rate according to national poverty standards decreases by an average of 3-4%/year.
- Forest cover rate reached 62.2%.
- Every year, over 90% of organizations, agencies, and units complete their tasks well or better; over 90% of cadres, party members, civil servants, and public employees complete their tasks well or better. The annual rate of new party members is 3% or more compared to the total number of party members of the party organization.
- During the term, the rate of party organizations and party members who are committee members at all levels being inspected and supervised is 30% or more.

Sharing national aspirations

The first Congress of Tuyen Quang Provincial Party Committee, term 2025 - 2030 is the first congress after the merger of Tuyen Quang and Ha Giang provinces. General Secretary To Lam, in a working session with Tuyen Quang after the merger, emphasized: This is a special time to consolidate solidarity, promote democracy, tighten discipline, and prepare a solid political foundation for a new development step. Therefore, Tuyen Quang needs to fully exploit its potential and advantages, mobilize all resources to promote rapid and sustainable economic development, this is a central and continuous task, and is the material foundation to improve people's lives. The General Secretary requested that the Provincial Party Committee rebuild the overall socio-economic development strategy for the new Tuyen Quang province in a systematic, scientific and long-term vision, in order to promote the resonance value between regions and shape the province's new position on the national development map. Focus on economic development towards green growth, circular economy, digital economy, based on science - technology and innovation; forming new productivity, new business methods, new products with high added value.

In this term, the Provincial Party Committee has specifically identified 5 key tasks, focusing on the fields of Party building, political system; Economic development; Exploiting tourism potential; Human and cultural development; Ensuring national defense and security, foreign affairs, and international integration. At the same time, it has identified 3 breakthroughs as priority areas for investment, creating strong changes, with the nature of "leverage" for development: strong institutional breakthroughs, focusing on building institutions to promote economic development; improving the governance capacity of local governments at 2 levels; promoting the development of science, technology, innovation and digital transformation; Continuing to make breakthroughs in socio-economic development planning, sectoral and field planning; building socio-economic infrastructure, especially transport infrastructure, technological infrastructure, urban infrastructure, industrial park and cluster infrastructure; Comprehensively develop human resources, especially high-quality, highly qualified human resources. Build a team of exemplary leaders and managers at all levels with adequate qualities, capacity, innovative thinking and prestige to meet development requirements.

The province's goal is to become a fairly developed, comprehensive, sustainable province with high average income by 2030 and strive to become a developed, high-income province by 2045; self-reliant, confident in the new era, prosperous and happy development.
