On November 5, information from the People's Committee of Quang Ngai province said that Vice Chairman of the Provincial People's Committee Tran Phuoc Hien signed an official dispatch directing relevant departments and branches to guide procedures for the Department of Agriculture and Rural Development to complete procedures for receiving Tra Bong river fishing port for management and exploitation.
Many procedures related to land and other issues are not clear, so the Department of Agriculture and Rural Development of Quang Ngai cannot receive Tra Bong fishing port.
Accordingly, Mr. Hien directed the Department of Natural Resources and Environment to coordinate with the People's Committee of Binh Son district to find solutions, guide the Department of Agriculture and Rural Development, Dung Quat Economic Zone Management Board and Quang Ngai Industrial Parks to implement the contents according to regulations, advise the Provincial People's Committee to consider and decide on the contents according to its authority related to the Tra Bong River fishing wharf project.
Previously, the People's Committee of Quang Ngai province issued Notice 459 and related decision to hand over the Tra Bong River wharf project to the Department of Agriculture and Rural Development of this province to take over, manage and operate. However, up to now, this department has not been able to accept it.
According to Giao thong Newspaper, the reason is that the land procedures for this project are not clear. In order for the Department of Agriculture and Rural Development to receive the fishing port, the investor, the Dung Quat Economic Zone Management Board and Quang Ngai Industrial Parks, must complete the procedures to hand over the land to the department. However, up to now, the procedures are still stuck.
At the same time, the current state of the project after 12 years of disuse has deteriorated, many items are damaged. The anchorage area when the tide is low is only about 40cm deep. The water surface area for dozens, even hundreds of ships to anchor at the same time is not guaranteed, the current status has no warehouse, fish sorting house...
Operating a fishing port requires spending about 100 billion VND for dredging, breaking reefs to clear the channel for ships to dock and investing in other items to meet the criteria of a type 3 port as prescribed by the Fisheries Law.
Previously, Giao thong Newspaper published an article "Quang Ngai: Waste of nearly 200 billion VND fishing port built and then abandoned" reflecting the current situation of Tra Bong river fishing port with an investment capital of about 185 billion VND, building many large-scale items, but more than a decade after completion, this project has not received a single day of fishing boats anchoring and selling fish because the port does not have port water area.
Not ensuring the area of the port land; not ensuring the depth of the channel and water area in front of the wharf for fishing boats 15m or longer to enter and exit; no amount of aquatic products passing through the port...
