On October 2, Deputy Minister of Construction Nguyen Viet Hung had a working session with the People's Committee of Quang Ngai province and related units to resolve existing problems in site clearance and construction of the Quang Ngai - Hoai Nhon expressway.

Mr. Ngo Truong Nam - General Director of Deo Ca Group (contractor) - said that the unit is making efforts to complete 50km of the route by October 30 and finish the entire route by the end of 2025 (except tunnel 3). However, the situation of people obstructing the route has caused many sections to be almost paralyzed.
Typically at Km41 Eo Gio Pass (Nguyen Nghiem Commune), people set up camps day and night, causing prolonged disruption to construction.
"The people's wishes are legitimate and need to be resolved, but must be based on the law. If not handled thoroughly, the risk of delaying the entire project's progress is very high," Mr. Nam said, asking the government to support organizing direct dialogue with the people.
Mr. Le Thang - Director of Project Management Board 2 - said that currently the expressway project through Quang Ngai still has 14 locations that have not been handed over, belonging to 5 communes and wards. If it is not handled in time before October 15, it will be very difficult to deploy asphalt concrete simultaneously during the rainy season, which means that the completion on schedule is "threatened".
According to Mr. Tran Trung Tin - Deputy Director of Quang Ngai Department of Construction, it is necessary to objectively assess the problems and come up with solutions that are both cautious and resolute.
"Investors and contractors must have a clear construction plan and coordinate closely with local authorities in each step of working with the people," Mr. Tin emphasized.
Admitting that the cause is partly due to the parties involved not fulfilling their responsibilities, allowing the situation to persist, thereby creating "hot spots" at the grassroots level, Vice Chairman of the People's Committee of Quang Ngai Province Nguyen Ngoc Sam requested that investors and contractors coordinate with the authorities to organize dialogues, clearly committing to a time frame for handling each case, both ensuring legality and creating consensus among the people.

Before October 15, site clearance problems must be "resolved"
At the working session, Deputy Minister Nguyen Viet Hung highly appreciated the coordination efforts between investors, contractors and local authorities in recent times.
However, he frankly pointed out the fact that many locations have not been handed over, leading to a situation where people gather to obstruct and block vehicles transporting materials, seriously affecting the progress and security and order at the construction site.
"All parties must concentrate and thoroughly resolve the site clearance work. No later than October 15, the work must be completed so that the contractor can accelerate and complete the project by the end of 2025 in accordance with the direction of the Government and the Prime Minister ," Mr. Hung emphasized.
He also noted that to ensure people's consensus, appraisal and compensation payment must be carried out publicly, transparently and with a specific roadmap.
"Say it once, don't say it over and over again. There must be a clear commitment on which date to appraise and which date to pay, based on the law and actual capacity," Mr. Hung requested.
