Why did Ho Chi Minh City propose not to inspect 15/20 projects in the Government Inspectorate's plan?

Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Tho signed report No. 62 to the Government Inspectorate recommending not to inspect a number of projects according to the Government Inspectorate's plan.

Report No. 62 sent to the Government Inspectorate of the Ho Chi Minh City People's Committee cited the plan for specialized inspection of works and projects with difficulties, obstacles, slow progress, long backlog, low efficiency, risk of loss and waste (plan No. 1505) with the regulation: Do not conduct inspection of works and projects that have inspection, examination, investigation, and judgment conclusions;

Projects and works that are in the process of investment preparation or have not yet commenced construction investment; projects and works that have difficulties and problems due to changes in legal mechanisms and policies;

Projects and works have difficulties and problems with procedures and are small in scale.

The Ho Chi Minh City People's Committee said that the city has issued a plan to strengthen the inspection and examination of projects and works with difficulties, obstacles, slow progress, backlog, prolongation, low efficiency, risk of loss and waste...

At the same time, the City also issued Decision No. 418 to establish a working group to guide, urge, and summarize inspection results... for projects according to plan 1505.

Based on the actual situation, on the basis of reports, records, documents of departments, branches, reports, commitments, recommendations of investors... Ho Chi Minh City People's Committee found that there are 11 projects and works not within the scope of inspection according to Clause 1, Part II of Plan 1505, there is 1 project preparing for investment and 4 projects and works have had difficulties and obstacles removed by competent authorities and are focusing on implementation.

Of which, 11 projects and works are not within the scope of inspection, including:

Thanh Phat Seafood Service Area; Investment project to build 4 main roads under BT contract form; Project to expand Hanoi Highway and National Highway 1, section from old Station 2 intersection to Tan Van intersection; Hiep Phuoc 1 residential area project;

BT project to build Thu Thiem 2 bridge; High-rise residential and hotel - commercial - service project at 1 bis - 1 double Nguyen Dinh Chieu street (Da Kao ward, old district 1);

Project to invest in building technical infrastructure for the northern residential area (functional areas 3 and 4) and completing the north-south axis road (section from the foot of Thu Thiem 1 bridge to Mai Chi Tho street) in Thu Thiem urban area;

BT project to build connecting road to Phu My bridge; BOT project to Phu My bridge; Residential area Lot 6 - zone 6B.

Project is in the process of investment preparation or has not yet invested in construction: Investco Green City Residential Area.

There are 4 projects and works that have had difficulties and obstacles removed by the competent authorities and are being focused on implementation, including: Road 991B from National Highway 51 to the downstream of Cai Mep - Thi Vai port; HH1 mixed-use housing project; High-rise residential project in Phu My ward (old district 7); High-rise apartment complex project combining trade, services and offices in Tan Phu ward, district 7 (Everich 3).

Ho Chi Minh City People's Committee believes that based on the reported contents and to facilitate the early implementation, completion and use of works and projects, the City People's Committee recommends that the Government Inspectorate not inspect the above 15 works and projects.

Previously, the Government Inspectorate issued plan No. 1505. Nearly 900 projects and works nationwide will be inspected. The Government Inspectorate alone will directly inspect 145 projects with a total investment of over 100 billion VND and inspect a number of large projects of provinces and cities with a total investment of over 1,500 billion VND.

Ho Chi Minh City has a large number of projects directly inspected by the Government Inspectorate, up to 20 projects.
