Mr. Phuong said that, based on Decree No. 144/2020/ND-CP dated December 14, 2020 regulating performance activities, to clarify the contents reflected by the press and the explanations of relevant organizations and individuals, the Department of Culture, Sports and Tourism organized a meeting to collect opinions from professional agencies on the above issue.

Representatives of agencies and units have commented that the use of foreign military-style costumes and accessories with medals and medals by singer Dam Vinh Hung is not suitable for the content of the performances and the overall program, not suitable for Vietnamese cultural values, easily associated with sensitive issues related to politics, causing offense and creating bad public opinion, especially when the whole country is preparing to celebrate important political events, the 49th anniversary of the Liberation of the South, the reunification of the country; and the 70th anniversary of the Dien Bien Phu victory.

At the same time, through information from press agencies, social networking sites and many shares and comments, people have criticized the fact that a person with influence on the public chose inappropriate clothes, causing negative impacts on public opinion and society.

In addition, many opinions from cultural activists, National Assembly delegates, managers, veteran officials, veterans, etc. clearly showed the offensiveness in the performance activities at the program, requesting that the authorities pay attention and handle it in accordance with the law, contributing to building a healthy cultural environment.

Based on analysis, evaluation and grasp of relevant information, comparing the Code of Conduct for Artists issued by the Ministry of Culture, Sports and Tourism and legal regulations, the Department of Culture, Sports and Tourism will take measures to propose to competent authorities for consideration and appropriate handling.

Pursuant to Clause 4, Article 8 of Decree No. 144/2020/ND-CP dated December 14, 2020 stipulating the Form of organizing art performances "Organizing art performances not directly before the public posted on the radio, television system and the network environment for which the poster and broadcaster is responsible". Therefore, the posting of such products on some fanpages, TikTok channels... will be subject to the regulations in the field of Information and Communications and other relevant regulations.

However, after receiving the information, the Department of Culture, Sports and Tourism proactively discussed with relevant agencies to determine whether the use of costumes was appropriate or not? Were the songs performed approved by competent authorities or not, did they violate the prohibitions in performing arts activities and other relevant regulations?
