This is an activity within the Training Cooperation Project between Dien Bien province and the Northern Lao provinces, period 2021-2025, oriented to 2030.
Attending the training course, international students from 3 provinces of Northern Laos will learn Vietnamese in 4 basic skills, including: Listening - Speaking - Reading - Writing, ensuring knowledge to participate in the Vietnamese proficiency test, qualifying them to study at professional schools in Vietnam.
The training course takes place from September 2025 to July 2026. At the end of the program, students will be able to take the assessment exam according to the Vietnamese Language Proficiency Framework for Foreigners (6 levels) as prescribed by the Ministry of Education and Training . Accordingly, students at the intermediate and college levels must achieve level B1 (level 3/6), students at the university level must achieve level B2 (level 4/6), meeting the requirements for admission to specialized studies at training institutions.
At the event, Vice Chairman of Dien Bien Provincial People's Committee Vu A Bang emphasized: "This is an important political task, contributing to training quality human resources for the northern provinces of Laos, while strengthening the special solidarity and friendship between Vietnam and Laos. We believe that with the efforts of teachers and students, this year's course will achieve good results."
To make teaching and learning effective, the Vice Chairman of the People's Committee of Dien Bien province requested the Center for Vocational Education - Continuing Education 1 to ensure good learning and living conditions for international students; teachers to seriously implement the program, innovate teaching methods, and combine learning with cultural and sports exchanges.
In addition to studying, Lao students are also given the opportunity to participate in cultural and sports exchanges and practical experiences, helping them practice Vietnamese language skills and understand more about Vietnamese life and culture.
Deputy Head of the Organizing Committee of Phongsaly Province (Laos) Xom Chit Hong Vy Lay Chit, representing the three northern Lao provinces, hoped that Dien Bien province would effectively train and foster Lao students studying abroad, improve their professional qualifications so that they can return to the country to contribute. This would contribute to strengthening the friendship and solidarity between the two Parties and the two States in general, and Dien Bien province and the northern Lao provinces in particular.
Implementing the Training Cooperation Project between Dien Bien province and the Northern Lao provinces, in recent years, Dien Bien has organized training for nearly 1,000 students and officials of the Northern Lao provinces. In order to create favorable conditions for Lao students studying and living in Dien Bien, in the 2025-2026 school year, the locality is completing the dossier to issue a Resolution amending and supplementing policies on human resource training for the northern provinces of Laos. Accordingly, it is expected to increase the living expenses (meal expenses) for Lao students studying intermediate and college in Dien Bien province from 2.34 million VND to 3.5 million VND/person/month; short-term training students will be supported with 4.7 million VND/person/month.
On this occasion, the Deputy Head of the Organizing Committee of Phong Sa Ly province (Laos) awarded a Certificate of Merit to the collective of Vocational Education - Continuing Education Center 1; the Department of Education and Training of Dien Bien province awarded Certificates of Merit to 3 teachers with outstanding achievements in managing and teaching Vietnamese to Lao students in the 2024 - 2025 school year.
