In the land border area, heavy rains caused many locations to be flooded and landslides, causing traffic disruption. Some areas such as Dan Hoa, Thuong Trach, Kim Phu, Kim Dien, Huong Lap, La Lay, Dakrong communes, etc. experienced some landslides with a volume of 2-5m³ of rock and soil flowing onto the road surface, affecting people and vehicles participating in traffic. Border guards have deployed forces to guide, block, and post warning signs at traffic points that were flooded, landslides, and overflowing, and at the same time supported people to ensure safety from storms and rains.
In addition, the Border Guard on the border of Quang Tri province actively coordinated with local authorities and units and forces to support the evacuation of households in vulnerable and dangerous areas to safe places. By noon on September 28, the Border Guard had supported the evacuation of 20 households with 40 people to safe places, and continued to coordinate with Vinh Hoang commune to survey the location, ready to move 173 households with 322 people to safe storm shelters.
On the sea border, the entire Quang Tri province has a total of 8,577 vehicles with 23,232 workers. By the morning of September 28, all ships in the dangerous area had entered safe shelters.
Regarding the incident where two fishing boats with registration numbers: BV 4670 -TS and BV 0042 -TS (Vung Tau ward, Ho Chi Minh City) and 11 crew members were in distress when entering Cua Viet creek (Quang Tri) to take shelter from the storm, about 1.5 km from shore (right in front of Cua Viet creek), the Command of the Border Guard of Quang Tri province said that by 12 o'clock on September 28, they had rescued and brought 9 crew members ashore. Currently, the Border Guard Medical staff are providing special health care for the crew members. There are still 2 crew members of the fishing boat in distress who have not been found. At present, the sea waves are high, the wind is strong, the rain is heavy, the weather conditions are very bad, but the Border Guard and functional units are still actively and urgently searching and rescuing the remaining fishermen.
According to the forecast of the authorities, storm No. 10 has strong intensity, moves very fast (nearly twice the average speed), has a wide range of influence, and can cause a combined impact of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding. From September 28 to 29, Quang Tri province is likely to experience a widespread heavy rain, with total rainfall ranging from 100-300 mm, in some places over 400 mm; a flood will appear on rivers in the province. The flood peak of rivers in the North of the province is likely to reach alert level 2 - alert level 3, some rivers above alert level 3, rivers in the South of the province will reach alert level 1 - alert level 2 and above alert level 2.
With the complicated developments of storms and floods, the Border Guard of Quang Tri province has mobilized maximum forces and means to stay close to the area, be ready, mobile, and deploy measures to respond to natural disasters when situations arise, ensuring the safety of people and property for the people.
