On the afternoon of October 1 in Ho Chi Minh City, the Vietnam Academy of Science and Technology (VAST) and the Lao Ministry of Technology and Communications (MTC) held the fourth bilateral meeting.
Professor-Academician Chau Van Minh, President of the Vietnam Academy of Science and Technology, and Professor-Academician Boviengkham Vongdara, Lao Minister of Technology and Communications co-chaired the meeting.
Professor-Academician Chau Van Minh said this is an important occasion for the two sides to look back on the cooperation journey over the past year, and at the same time discuss the next steps to effectively implement the major orientations assigned by the Party and Government of the two countries.
Vietnam has been vigorously restructuring the Government apparatus, streamlining ministries and branches. Many strategic resolutions have been issued, notably Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.
According to Professor-Academician Chau Van Minh, VAST has restructured to 24 focal points, focusing on 8 strategic priority research directions, thereby further affirming the necessity and significance of cooperation with the Lao Ministry of Technology and Communications in the new period.
Professor-Academician Chau Van Minh believes that with the spirit of special friendship, determination and high responsibility, scientific and technological cooperation between the two sides will increasingly go into depth and effectiveness, contributing to the sustainable development of each country and strengthening the Vietnam-Laos relationship.
Professor-Academician Boviengkham Vongdara, Lao Minister of Technology and Communications, thanked the Vietnam Academy of Science and Technology and the Vietnamese side for their support in recent times; and congratulated Vietnam on its socio-economic development achievements, including in the field of science and technology.
Assessing that the meeting taking place in 2025 has a lot of significance for the important events of each country, Professor-Academician Boviengkham Vongdara believes that the two sides will review the cooperation results and discuss the next steps, in order to effectively implement major orientations in the future.
Laos hopes that Vietnam will continue to support access to advanced technologies, telecommunications, data, especially training the next generation of scientific experts, through connections between universities.
Over the past time, the cooperation between the two sides has achieved many outstanding results. The Joint Laboratory for Disaster Data and Communication continues to operate effectively, promptly recording and analyzing major seismic events, contributing to improving Laos' early warning capacity.
In the field of training, the University of Science and Technology of Hanoi (USTH) and the Lao Institute of Information and Communications Technology (IICT) have coordinated to develop a plan to train high-quality human resources with a master's-doctoral scholarship program, a 2+2 exchange program, and at the same time prepare a team of Lao lecturers to serve newly opened majors. Cooperation in the field of big data and cloud computing continues to be promoted...

At the fourth meeting, the two sides agreed to continue to complete the draft project on the Disaster Data and Communication Center to report to the two governments; expand cooperation on science, technology and innovation policies, learn from Vietnam's experience in management, encourage start-ups and attract high-tech investment; increase the exchange of experts and researchers and expand short-term and long-term training forms.
At the end of the meeting, Professor-Academician Chau Van Minh and Professor-Academician Boviengkham Vongdara signed the minutes of the fourth bilateral meeting, witnessing the signing of a cooperation agreement between the Institute of Earth Sciences (Vietnam) and the Institute for Smart Technology Application Research (Laos), marking an important step forward in realizing the goals of scientific, technological and innovation cooperation between Vietnam and Laos in the digital age./.
