According to the Management Board of Investment and Construction Project Area 1, the board's staff has "planted grave tags" to count the number of affected graves in the area of the project to preserve, restore and embellish the Hue Citadel system (phase 2) in the Thien Mu Pagoda area.

The above project was approved by the People's Committee of Thua Thien Hue province (now Hue city) from December 2024, including the relocation of residents and site clearance in 16 relic areas. In the Thien Mu pagoda area alone, about 750 graves were affected and need to be counted and relocated.

During the review process, the unit organized the placement of grave tags to determine the location and number of graves.

On the afternoon of August 27, after receiving press reports about the graves of people being staked, which was not in accordance with Hue culture, the board immediately checked and made adjustments. The Project Management Board admitted the negligence and lack of sensitivity during the implementation process and sent an apology to the people.
