Proactively protect the power system from storm RAGASA

EVN Group requires units to prepare adequate human resources, equipment and materials to handle incidents promptly.

Vietnam Electricity Group (EVN) has just sent an urgent telegram to the entire system, requesting units from generation, transmission, distribution to related units to activate the response plan for storm RAGASA in the spirit of "being proactive early, being ready on the spot".

Urgent telegrams were sent to hydropower companies (Son La, Hoa Binh, Tuyen Quang, Huoi Quang - Ban Chat, Ialy, Se San), Thai Binh Thermal Power Company; Power Project Management Boards 1, 2, 3; Power Generation Corporations 1, 2, 3; National Power Transmission Corporation; Northern Power Corporations, Central Power Corporations, Hanoi City; together with EVNICT and the Electricity Communication and Information Center requesting immediate review of key points, 24/7 on-duty, not being subjective, and at the same time fully updating directive documents on SMIS software for synchronized operations.

EVN emphasizes the "4 on-site" motto to minimize damage and shorten power restoration time. The Group requires units to fully prepare human resources, equipment, and materials to handle incidents promptly; ensure smooth communication for direct command and control forces with the highest priority, safety, and speed.

In the power grid, the corporations and transmission must urgently consolidate the power system, handle existing problems, and reinforce weak points; for stations at risk of flooding, it is necessary to arrange for on-duty operation and appropriate prevention and control plans. Landslide and deep flooding warnings must be raised at routes passing through steep mountainous areas, along rivers and streams, especially in areas with a history of landslides. In the event of a power outage due to natural disasters, the principle is to quickly but absolutely safely fix the problem, prioritizing the restoration of important loads and disaster prevention and control works; do not turn on the power again without checking and verifying that the safety conditions of the site are sufficient.

Regarding the hydropower sector, EVN requires strengthening monitoring and collecting hydrometeorology; proactively advising on inter-reservoir/single-reservoir flood discharge operations according to procedures, participating in cutting/reducing/slowing down floods to ensure safety of works and downstream areas. The operating force must be on duty, ready to handle emergency flood discharge situations, prioritizing the protection of vulnerable locations of hydropower dams and downstream areas.

For thermal power plants, the key requirement is to check the roof, surface drainage, fuel storage, and slag disposal site to ensure safe operation without affecting the environment; at the same time, reserve fuel in the context that some localities may issue a sea ban, affecting the supply chain. At power project construction sites, the Project Management Board must inspect the site, ensure absolute safety for people and equipment, proactively stockpile food and medicine, clear drainage, cover vulnerable items, and immediately fix any technical or quality problems that are detected.

EVN requires affected units to update data on SMIS at 07:00, 13:00 and 19:00 every day; if an incident or major damage occurs, it must be promptly reported to the Group's Disaster Prevention and Search and Rescue Command. At the same time, a summary report on the preparation work must be sent to pctt@evn.com.vn no later than September 24, focusing on strengthening the grid and key locations; preparing backup diesel; trimming trees in the grid corridor; organizing the on-duty Command Board, shock troops and unmanned transformer stations; flood response scenarios; inspection and direction teams.

EVN's affiliated units are activating response plans for storm No. 9 with the highest goals of human safety, protecting equipment and facilities, maintaining power supply for critical loads, and being ready to quickly overcome and minimize the impact of storm RAGASA on the power system and people's lives.
