Dak Lak: Disbursement of public investment capital in 2025 is low

The reason for the low implementation and disbursement results, not ensuring the plan is set out, is because the process of projects using foreign capital (ODA) is implemented through many stages, many steps, and depends heavily on the sponsor. Compensation, support, and resettlement work is still slow to be implemented; the province's financial revenue for public investment is still slow; there is a lack of land for some projects; and fluctuations in construction material prices.

In addition, the transition of management of programs, tasks, projects, and public investment plans during the process of rearranging and perfecting the organization of the two-level local government apparatus and implementing the consolidation of public investment plans for 2025 and 2024 has extended the implementation and disbursement time to 2025. Dak Lak province can continue to implement the project after the rearrangement, thus affecting the disbursement progress of the projects.

To ensure the disbursement target of public investment capital of the Central as well as of the locality in the coming time, the province has issued a document directing investors as well as the Department of Finance to review and promptly notify the capital source to investors, which are branch management boards, to continue disbursement.

Lack of earth resources is also the reason why many key projects in Dak Lak are behind schedule.

At the same time, the province currently has three project management boards under its management. After completing the organizational structure and changing the seal, procedures will be implemented to speed up the disbursement of capital sources.
