The 16-second clip shows five male students grabbing their classmate's arms and legs, repeatedly pressing his private parts against the flagpole, despite the eighth-grade student constantly straining and screaming. Instead of trying to stop him, some other male students stood outside, cheering, cheering, and filming. This image has caused a lot of outrage among the public and related parties.
According to information from Mr. Doan Vu Hai - Principal of Hoa Nam Secondary School (Ung Hoa District, Hanoi ), the above incident occurred at the school on November 8. However, it was not until November 24 that the school received the clip sent by the student's parent after looking at the child's phone. The above incident was determined to be serious, the school invited the Hoa Nam commune police to coordinate in handling it. At the same time, the school held a meeting with relevant parties and immediately took the male student who was "pinned to the post" for examination.

The school disciplined 6 students involved, in which the student who was the leader of the incident was suspended from school for 2 weeks, the remaining 5 students were suspended from school for 1 week. According to the principal of Hoa Nam Secondary School, this was just an unexpected incident, he also admitted that the school was negligent in managing the students. "This is a group of friends who often play together, there was no previous conflict" - Mr. Hai said.
The victim’s mother said that this was a group of friends that her son used to hang out with at school, and the incident was caused by students teasing each other. The family took the boy to the doctor and the results were normal. However, the boy’s psychology was affected by the video going viral on the internet.
Currently, the Department of Education and Training of Ung Hoa district has received the feedback information and requested Hoa Nam Secondary School to report and explain the incident in detail.
On the other hand, on social networks, many people expressed their outrage at the above actions of the group of students. Ms. NTMA was indignant: “I also have a child in 8th grade, watching the clip made me very upset. The incident happened right in the neighboring commune, the more I watch the clip, the more I fear the indifferent looks when seeing a friend being bullied but just standing around cheering. This is unacceptable.”
Mr. NBP said: "School violence is increasing alarmingly. I think there should be better sanctions. I think suspension has no effect on problem students. They should be sent to reform schools, for example, so they can be trained in morality."
On the legal side, experts believe that disciplinary action against students must be aimed at education and reform, creating conditions for them to admit their mistakes and correct them. It is strictly forbidden to take advantage of student discipline to discriminate, discriminate, and insult their honor and dignity. In the above incident, the male student has not yet had serious consequences leading to criminal liability. According to Circular 32/2020/TT-BGDĐT on the Charter of Secondary and High Schools, experts believe that the male student must face the following disciplinary measures: Reprimand, notification to the student's parents to coordinate in helping the student overcome shortcomings and temporarily suspend him from school and implement other educational measures according to the regulations of the Ministry of Education and Training.
The People's Committee of Ung Hoa district has issued a letter criticizing the Head of the District Education and Training Department, the Chairman of the People's Committee of Hoa Nam commune and the Principal of Hoa Nam Secondary School for their slow communication and reporting of the incident.
