After the merger, Hai Phong Agricultural Extension Center also reorganized its apparatus. Agricultural extension officers were assigned to work in functional departments and regional Agricultural Extension Stations. However, after the reorganization, the number of agricultural extension officers in the western part of the city, especially grassroots agricultural extension officers, decreased significantly.

Ms. Vu Thi Huyen Lan, Deputy Head of the Administration - General Department of Hai Phong Agricultural Extension Center, said: Previously, the Hai Duong Agricultural Extension Center (old) did not arrange agricultural extension stations at the grassroots level, but only had agricultural service centers in the districts. At the agricultural service center, there were veterinary, crop and plant protection, and agricultural extension staff. After the reorganization of commune-level administrative units and the abolition of the district agricultural service centers, most of the agricultural extension staff in the western region were transferred to work as commune staff.

According to Decision No. 2727/QD-UBND of the City People's Committee, the Agricultural Extension Center was established, under the Department of Agriculture and Environment of Hai Phong. The center consists of 4 specialized and professional departments; 2 testing, experimental and production farms; 6 agricultural extension stations. In particular, the western area of ​​the city has 2 agricultural extension stations in charge of communes. However, due to the shortage of staff and grassroots agricultural extension workers, many staff at the Eastern Agricultural Extension Station were transferred to perform tasks at the 2 western agricultural extension stations.

Director of Hai Phong Agricultural Extension Center Do Duc Hung said that the center has arranged a team of grassroots agricultural extension workers to ensure effective support for farmers. Officials and agricultural extension workers from the eastern and western agricultural extension stations are assigned to work in 100% of communes, wards and special zones in the city, ensuring continuity in technical guidance and supporting farmers in developing production.

Each station has 15-20 officers, civil servants, and agricultural extension workers from the east who will be rotated to work in the west.

According to officials, agricultural extension workers who are transferred to the west of the city often have to travel hundreds of kilometers to communes to provide technical guidance and support farmers. Mr. Hoang Xuan Nang from the Agricultural Extension Station in Region 1 informed that farmers are always creative in production, requiring each agricultural extension officer to also innovate their professional activities. Agricultural extension officers also promote the application of information technology and digital transformation to not only help farmers produce effectively, but also circulate agricultural products more conveniently, bringing high economic value.

Despite many difficult working conditions, each agricultural extension worker is always highly aware of their responsibility to farmers, regardless of the distance, regardless of the time. For example, to cope with storms No. 3 and No. 9, agricultural extension workers enthusiastically helped farmers harvest agricultural products during the storm. Everyone was tired and exhausted, but felt it was meaningful to help farmers ensure the safety of agricultural products.
