Ea Knuec Commune: Improving the quality of comprehensive education in the context of two-level local government arrangement

On the morning of October 3, the People's Committee of Ea Knuec commune held a conference to improve the quality of education in the context of arranging two-level local government.

Attending the conference were guests: Doctor of Education Nguyen Thi Thu Huyen, Memory Record Holder Duong Anh Vu, Chief Refrigeration Engineer Nguyen Khanh Ha, Journalist Thai Ca, and representatives of the Department of Education and Training.

On the local side, there were leaders of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the commune, representatives of departments, offices, schools and villages in the area.

Ea Knuec commune currently has 18 schools including 5 kindergartens, 8 primary schools, 4 secondary schools, 1 primary and secondary school. In the 2025-2026 school year, the whole commune has 7,302 students, of which 57.4% are ethnic minorities. Basic facilities meet teaching and learning conditions.

The implementation of the two-tier local government model has created favorable conditions for commune-level authorities to closely grasp the specific circumstances, needs and desires of people, parents and students.

Thereby, localities can plan and implement educational activities more suitable to reality; be more proactive in building educational development plans, managing and using facilities, planning to upgrade, build new, repair, and purchase equipment. The new management decentralization also promotes the application of information technology and digital transformation in educational management, connecting the Department of Education and Training with the commune level, schools and parents.

However, local education management still faces many difficulties when managers and specialized civil servants in charge of education hold many jobs, lack experience and expertise in state management of education; old legal regulations have not kept up with the changes of the new administrative model; the inter-sectoral coordination mechanism between the education sector and other sectors is not really effective...

At the conference, speakers and guests discussed solutions to overcome barriers for ethnic minority students in the context of comprehensive fundamental education reform; promoting scientific research activities through organizing scientific and technical research competitions; improving career guidance right from primary school level; experiences in socializing resources in improving teaching quality, especially in gifted subjects such as music , fine arts, sports, etc.

Teachers representing the school boards in the area also shared a lot of information and experiences in teaching and learning, especially in the special conditions in ethnic minority areas. Thereby, the speakers answered and suggested solutions to the concerns and problems of the delegates attending the conference.

Speaking at the conference, Party Secretary and Chairwoman of the People's Council of Ea Knuec Commune, Ngo Thi Minh Trinh, thanked the delegates for their enthusiastic sharing. The ideas and solutions suggested at the conference will be received, studied, and included in the action program and thematic resolutions of the Party Committee of the Commune by the Standing Committee of the Commune Party Committee. Thereby, helping the locality to gradually overcome difficulties, improve the quality of comprehensive education in the area, and orient educational development in line with the new situation associated with the task of building a streamlined grassroots government that operates effectively and efficiently.

The Party Secretary and Chairman of the Commune People's Council also emphasized the role of teachers in realizing programs and activities to improve the quality of comprehensive education for students, maximize the opportunities brought by the new model, and contribute to building long-term human resources for the locality.
