Socialization of Hai Phong channel upgrade

The Ministry of Transport has just approved the policy of upgrading Hai Phong channel, from upstream of Nam Hai Dinh Vu port to upstream of Dinh Vu port and expanding the existing turning basin.

To improve the efficiency of investment in synchronous exploitation of maritime infrastructure in the area, the Ministry of Transport has just approved the policy of upgrading Hai Phong channel (upstream section of Nam Hai Dinh Vu port to upstream of Dinh Vu port), combined with expanding the existing turning basin from 290 m to 310 m.

The upgrade of Hai Phong channel aims to ensure that general cargo ships up to 50,000 tons have reduced load parameters in accordance with navigation channel standards (Photo: Ta Hai).

The entire volume of dredged material from the Hai Phong maritime channel (from upstream of Nam Hai Dinh Vu port to upstream of Dinh Vu port) and the expansion of the existing turning basin (about 280,000 m3) will be dumped in the area announced by the Hai Phong City People's Committee, without the dredging products being fully recovered.

The Vietnam Maritime Administration is responsible for guiding, directing, and supervising investors in implementing and ensuring full compliance with the provisions of law on construction investment, investment, natural resources and environment, minerals, and relevant provisions of law.

This agency also needs to work specifically with the investor on the responsibility of paying for the cost of adjusting the maritime signaling system to serve the upgrading of the channel section and expansion of the turning basin.

Hai Phong Port Joint Stock Company (investor) is responsible for implementing the next steps in full compliance with regulations on maritime industry, legal regulations on investment, construction investment, environmental resources, minerals, environmental protection; not requesting the Ministry of Transport to allocate funds for dredging and maintaining the shipping channel.

At the same time, continue to implement the requirements of the Ministry of Transport in sharing benefits and responsibilities for investment in exploiting shipping channels.

Regarding the Hai Phong maritime route, the Ministry of Transport previously agreed on the policy of upgrading the section from the turning basin of Hai Phong international container port to Dinh Vu port area and the section from upstream of Nam Dinh Vu port to Nam Hai Dinh Vu port area, with the bottom elevation of the channel after dredging reaching -8.5 m (nautical chart), the width of the channel remains at 80 m, ensuring that general cargo ships up to 50,000 tons with reduced load have parameters suitable for maritime channel standards.

Hai Phong Port Joint Stock Company has also sent a document to the Ministry of Transport requesting dredging and upgrading the Hai Phong shipping channel, the section from upstream of Nam Dinh Vu port to Dinh Vu port, with a length of about 5.85km.

The width of the channel remains at 80m. The bottom elevation of the channel is dredged to -8.5m chart elevation (the existing standard is -7m).

According to Hai Phong Port Joint Stock Company, the standard of Hai Phong channel section (section from upstream of Nam Hai Dinh Vu port to upstream of Dinh Vu port) after being upgraded will be similar to the standard of Hai Phong channel section (section from the turning basin of Hai Phong international container port to Nam Hai Dinh Vu port area).

Vietnam Maritime Administration assessed that the proposal of Hai Phong Port Joint Stock Company on dredging and upgrading Hai Phong maritime channel (section from upstream of Nam Hai Dinh Vu port to upstream of Dinh Vu port) is consistent with seaport planning and the Prime Minister 's orientation on solutions to mobilize investment capital for seaport development.
