
On September 18, in Hai Phong , the Vietnam Port Association (VPA) held its 10th Congress for the 2025-2030 term. The Congress was hosted by Hai Phong Port.
Attending the congress were comrades: Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee; Le Do Muoi, Director of the Vietnam Maritime and Waterways Administration; 500 leaders and managers from 76 member organizations of the association.
According to VPA, in the past 5 years, Vietnam's seaport activities have developed strongly with the emergence of deep-water port clusters, attracting most of the world's leading container shipping lines to open shipping routes connecting Vietnam to global supply chains. Goods passing through the seaport area increased by 19% in volume and 31% in container cargo. The volume of goods exported and imported through VPA ports in 2024 reached about 447 million tons.
It is forecasted that by 2025, the volume of goods throughput will reach about 530 million tons (up 19% compared to 2020), of which container cargo will reach about 24 million TEUs (up nearly 31%).

In addition to analyzing and evaluating the results achieved in the past time, the congress frankly pointed out the limitations and shortcomings in seaport exploitation activities such as: the maritime service market, container cargo is dominated and imposed by foreign container shipping lines. Vietnam's seaports are developing rapidly but lack a focal point and management mechanism, leading to internal price competition. Currently, the highest price for container exploitation services of Vietnam's seaports is only 47% of the THC fee (port handling surcharge) of the shipping line. The price for domestic container transportation is only 13% of THC. The depth of deep-water ports in Vietnam has only reached the average level, so they have not received many large-tonnage container ships.

In the 2025 - 2030 term, the Vietnam Seaports Association will focus on developing and expanding its membership; strengthening the gathering to report and recommend to competent authorities mechanisms, policies and solutions for seaport infrastructure development. Mobilizing member ports to contribute ideas on seaport development management mechanisms, measures to stabilize and make transparent the seaport service market. Actively coordinate and participate in the activities of the ASEAN Seaports Association (APA). Mobilizing members to actively participate in the "Repaying gratitude" and poverty reduction movements...
To improve operational efficiency and increase the competitiveness of Vietnamese seaports in the coming period, VPA recommends that the Government, the Ministry of Construction, and the maritime sector promptly study and adjust seaport service prices to be closer to reality. Organize periodic dredging and maintenance of depth in front of ports to ensure the reception of large ships. Continue to prioritize investment in inter-regional transport infrastructure, railway systems, and inland waterways connecting with seaports in a sustainable manner...

With its achievements in the 2020 - 2025 term, the Vietnam Seaport Association was awarded a certificate of merit by the Minister of Home Affairs.
At the congress, the Vietnam Seaport Association awarded a certificate of admission to one new member; and donated 200 million VND to Dong Hai ward and Cat Hai special zone to carry out social security work.
The Congress elected the Executive Committee and Standing Committee of the Vietnam Seaport Association for the 2025 - 2030 term. Mr. Huynh Van Cuong, Chairman of the Board of Directors of Saigon Port Joint Stock Company, was elected to hold the position of Chairman of the Vietnam Seaport Association for the 10th term; Mr. Nguyen Xuan Ky was elected to hold the position of General Secretary of the Association for the 2025 - 2030 term.
