Positive change
The Cam Ly railway bridge construction project at Km24+134 on the Kep-Ha Long route is invested by the Railway Project Management Board ( Ministry of Construction ). The total cost of implementation is nearly 800 billion VND from the central budget. The starting point of the project intersects with National Highway 37 at Km16+872 in Cam Ly commune; the end point is at Km20+139 in Bac Lung commune. The total length of the route is about 3,267 m. The scale of construction investment includes a level III plain road, 2 lanes, 12 m wide roadbed; building a new Cam Ly road bridge unit over 630 m long (parallel to the current Cam Ly bridge) for exclusive exploitation of road traffic and a railway overpass on the Kep-Ha Long railway route. The project is built to separate the bridge for road vehicles not sharing the railway, minimizing the impact on railway operation and exploitation; gradually complete National Highway 37 according to plan.

At this time, taking advantage of favorable weather, the contractor is concentrating on human resources and construction equipment. In response to the urgent need to complete the project, on September 3, Mr. Vuong Quoc Tuan, Chairman of the Provincial People's Committee, directly inspected the site, grasped the difficulties, and urged to speed up the progress. During the inspection, the Chairman of the Provincial People's Committee requested relevant agencies and localities to complete site clearance work before September 30, 2025.

It is known that implementing this project requires clearing 11.16 hectares of land in Cam Ly and Bac Lung communes, involving nearly 300 households. At the time of the Provincial People's Committee Chairman's inspection, a part of the land was not yet cleared. The reason is that some households have not agreed with the land recovery and compensation plan of the authorities. However, after the direction of the provincial leaders, the land clearance work has clearly changed. Up to now, the authorities have paid compensation reaching more than 95%; handed over 10.26/11.6 hectares of land. Specifically, in Bac Lung commune, many households with residential land and solid houses have agreed to receive money and hand over the land. Chairman of the Commune People's Committee Nguyen Tien Dung said that the commune has mobilized 20 more households whose residential land was recovered to receive money with a disbursement amount of about 17 billion VND. Although some assets on the land were not supported, people still showed high consensus.
In Cam Ly commune, for more than 1.09 hectares of land still involved in 50 households, after the Chairman of the Provincial People's Committee inspected and directed, the commune focused on determining the origin of the land. Currently, 43 households have had their plans approved and are paying compensation (of which 34 households have not yet received funds but have handed over the land); the remaining 7 households are on land left by their ancestors, the commune is working with the Department of Agriculture and Environment to be guided and granted land use right certificates on the basis of legal regulations.
Strengthen dialogue, early handover of clean site
Despite positive changes, the Cam Ly railway bridge construction project on the Kep-Ha Long route still has 1.34 hectares of land that are not yet eligible for site handover, of which 0.77 hectares have not yet been approved for compensation, support and resettlement plans, and 0.57 hectares have been approved but have not yet received consensus from households. For example, the case of Mr. Pham Van Duc's household in Quynh Do village has a residential land area of 2.4 square meters that needs to be recovered. This land is related to the demolition of a part of the house in use, causing the family to worry about the safety of the remaining part of the project. In response to these concerns, the authorities have proactively invited an independent inspection unit to take part. The assessment results show that the project after demolition is still safe to use. Currently, the commune is actively propagating and mobilizing people, and closely coordinating with relevant parties to soon complete the site clearance work, ensuring timely handover to the investor.

In Cam Ly commune, the commune leader representative informed that after working with the Department of Agriculture and Environment, the commune is carrying out procedures to issue land use right certificates to eligible households. As for Mr. Pham Quang Hung's household, My Son village has a recovered area of 700 m2 of residential land, subject to resettlement. The commune has explained, had many dialogues, organized inventory, and developed a compensation plan. Up to now, Mr. Hung has agreed and signed the inventory record. The entire area belongs to the locality, the commune strives to hand over before September 30, 2025.
According to Mr. Vu Xuan Tuan, Director of the Luc Nam Land Fund Development Center Branch, the localities and relevant agencies are focusing on completing the site in accordance with the Conclusion of the Provincial People's Committee Chairman after the field inspection. The unit regularly sends staff to coordinate in propagating and explaining clearly the significance of the project as well as the State's regulations and policies on compensation and site clearance, so that no one will be disadvantaged.
The Cam Ly railway bridge construction project is being implemented to contribute to the completion of traffic infrastructure, increase inter-regional connectivity, promote local socio -economic development, and is the long-standing desire of the people inside and outside the province. With the drastic participation of authorities at all levels and the consensus of the people, it is believed that the site clearance work will be completed on time, creating favorable conditions for the implementation of construction and putting the project into use.
