At the conference, delegates listened to the representative of the General Department of Politics Office announce the Decision to establish the Steering Committee of the General Department of Politics on science and technology development, innovation, digital transformation, implementation of Project 06 and administrative reform. Accordingly, the Steering Committee consists of 27 members, of which General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army is the Head of the Steering Committee; Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the Vietnam People's Army is the Deputy Head of the Standing Committee of the Steering Committee; the Office of the General Department of Politics is the Standing Body of the Steering Committee.

Next, the conference listened to a summary report of the draft Investment Policy Report for the project "Digital ecosystem serving digital transformation of the CTĐ and CTCT sectors in the period 2026-2030". Regarding the necessity of investment, the draft report affirmed that promoting digital transformation of the CTĐ and CTCT sectors is an objective requirement to improve the effectiveness and efficiency of CTĐ and CTCT activities, contributing to maintaining and strengthening the absolute and direct leadership of the Party in all aspects over the Army.

In recent times, in addition to the achieved results, the digital transformation of the CTĐ and CTCT sectors still faces many difficulties and limitations. Therefore, investing in building a digital ecosystem to serve the digital transformation of the CTĐ and CTCT sectors is very necessary, in order to meet the requirements of the tasks in the new situation. This project has a close relationship with the strategic projects that have been and are being implemented, helping to supplement and form an overall picture of technical infrastructure and data infrastructure in the Ministry of National Defense; at the same time, it sets out directions to connect and improve the efficiency of infrastructure investment of other projects, strategies, and projects, together completing the goal of building a modern Army.

Regarding investment objectives, the draft report clearly states that the general objective is to design and master plan the General Department of Politics' digital transformation ecosystem, on the basis of synchronous inheritance and consistency with the digital transformation projects of the Central Government and the Ministry of National Defense, bringing all professional activities of the CTĐ and CTCT sectors to the digital environment; creating databases, connecting data and exploiting data to serve tasks and support decision-making.

At the same time, apply digital technology to innovate business processes, build databases and platforms, and apply them in a centralized and unified direction; ensure a secure connection infrastructure to improve the effectiveness and efficiency of CTĐ and CTCT in the entire army.

After listening to the draft report, the conference delegates discussed, basically agreed on the content and highly appreciated the quality of the draft project. At the same time, they analyzed and clarified a number of contents related to infrastructure, techniques and technology; contributed additional comments and proposed a number of contents, especially issues related to the legality and digital transformation work of the agencies and units under their charge, to help the draft report ensure quality, comprehensiveness, completeness and effectiveness when deployed and applied.

Concluding the conference, Lieutenant General Do Xuan Tung acknowledged and highly appreciated the proactive and responsible participation of the agencies, functional units and members of the Steering Committee; commended the Office of the General Department of Politics for coordinating with relevant agencies and units to quickly develop a draft project to ensure good progress and quality.

In order for the project to be completed, approved soon and effectively implemented, Lieutenant General Do Xuan Tung requested the Office of the General Department of Politics to absorb the maximum contributions of the delegates. At the same time, he requested the commanders of agencies and units to continue to research and carefully review each content in the draft, especially for issues directly related to the fields of the agencies and units under their charge, and promptly respond to the contents of the proposed adjustments and supplements so that the presiding agency can synthesize, absorb and complete the draft.

Emphasizing that this is a large project with wide-ranging impact and long-term implementation, Lieutenant General Do Xuan Tung requested that the agencies and functional units of the Ministry of National Defense continue to accompany and coordinate with the General Department of Politics to build the project to ensure progress and quality. Along with that, he requested that the agencies and functional units proactively review and identify urgent contents that need to be prioritized to focus on implementation, avoiding spreading; especially for the work of digitizing documents and synthesizing data, it is necessary to do it early, in parallel with the process of investing and developing new technical and technological platforms.

The Deputy Director of the General Department of Politics noted that in the process of implementing document digitization, agencies and units need to proactively contact and make the most of the existing technical infrastructure, means and technology of the Ministry of National Defense and agencies and units that have been invested in synchronously and modernly; assign the Office of the General Department of Politics to proactively coordinate, quickly supplement and complete the draft report to submit to the levels according to regulations.
