Forecast of many unusually heavy rains
According to the Hue City Hydrometeorological Station, from September to November 2025, there will be consecutive heavy rains over a large area with strong intensity. September is expected to have 1-2 heavy rains; October and November may have 3-4 rains, even prolonged local rains. In December, the Hue area is still likely to welcome 1-2 more storms or tropical depressions. "In the East Sea, from now until the end of the year, there are likely to be 7-9 more storms and tropical depressions. Of which, 3-5 storms will affect the Central Central region; Hue City alone is likely to be directly affected by 1-2 strong storms in October and November," said Mr. Bui Thanh Quynh, Deputy Director of the Hue City Hydrometeorological Station.
Storms combined with cold air can cause strong gusts of wind, heavy rain on land, trees falling, roofs blowing off; create large waves, rising sea levels, threatening offshore fishing boats, maritime transport activities and coastal aquaculture areas. In mountainous areas, heavy rains can cause flash floods and landslides. In Hue city and the downstream of the Huong and Bo rivers, the risk of widespread flooding is always present.
Mr. Nguyen Van Hung, Director of Hue City Hydrometeorological Station, commented: “The weather has never been as complex and unpredictable as it is now. Last June, Hue suddenly suffered an unusual flood in the middle of summer. This is the first time the city has recorded an unseasonable flood, showing that the climate rules are clearly being reversed.”
Faced with the unusual developments of natural disasters, the People's Committee of Hue City has strengthened the command committee for civil defense, natural disaster prevention and search and rescue from the city level to 40 communes and wards in the area. The goal is to provide unified direction, clearly assign responsibilities, ensure smooth information and timely management in all situations when storms occur.
At a recent online conference on natural disaster prevention and control with 40 communes and wards, Vice Chairman of Hue City People's Committee Hoang Hai Minh requested agencies and units to focus on reviewing specific response plans for each type of natural disaster: heavy rain, flooding, flash floods, landslides, strong storms, and reservoir operations.
“The Chairmen of the People’s Committees of communes and wards must be responsible to the Chairman of the City People’s Committee for disaster prevention and control work in the area. The spirit is to be proactive and determined, absolutely not allowing confusion or surprise to occur,” Mr. Hoang Hai Minh emphasized.
The motto of “four on-the-spot” continues to be put first. Localities need to regularly inspect the disaster prevention and control force; prepare adequate means such as canoes, boats, life jackets, rescue boats; arrange reserves of food, necessities, and medicine at safe locations.
3 main response scenarios
Based on the forecast situation, Hue City has developed 3 response scenarios: Storm level 8 - 9, rain 100 - 200mm, localities, units, departments and branches focus on reinforcing houses, evacuating people in vulnerable areas, coastal areas, river mouths. Shock teams support people in reinforcing houses, protecting property, and promptly responding to incidents.
In case of strong storms, super storms, and rains exceeding 300mm, large-scale evacuation of residents is organized, especially in low-lying areas at risk of landslides. Police and military forces are mobilized to ensure security and traffic safety. Public address systems, text messages, and social networks are activated to provide emergency information to each household.
Floods are high, water levels exceed level 3, the entire city is closely operating reservoirs and regulating water levels to ensure safety. Prepare centralized storm shelters with adequate food and medicine. Support people to stabilize their lives during long periods of isolation due to floods.
Although the government has taken many measures, reality shows that people's awareness is still the decisive factor. Therefore, people need to proactively stock up on food, clean water, and medicine; prepare life jackets, flashlights, and spare batteries; secure roofs and doors. Absolutely do not collect firewood or fish when floodwaters rise; do not be subjective when there are warnings of natural disasters.
Hue City is also replicating the model of “flood and storm safety groups”, in which nearby households join together to support each other in emergency situations. The spirit of solidarity and mutual love is considered an endogenous strength for the community to overcome natural disasters.
Natural disasters are increasingly unpredictable, but with proactive forecasting and direction from the government, the participation of the entire political system and vigilance from the people, it is hoped that the city will minimize damage during this year's storm season.
