Comrade Pham Thi Bich Ngoc - Deputy Director of the Center for Care and Rehabilitation of Mentally Ill People No. 2 in Hanoi said: "Currently, the center is managing, caring for, treating and rehabilitating 619 mentally ill people. After receiving 48 more people, the total number of patients has increased to 667, with a thin medical force of only 29 staff. However, the unit's leaders are always proactive in leading and directing specialized departments to develop plans, innovate in on-site care, early detection, and timely transfer to other hospitals for treatment. Specialized departments always promote the spirit of coordination and proactiveness in receiving people when the number of people admitted to the center is increasing, the work of management, care and rehabilitation assistance is guaranteed to be stable and safe."

The characteristics of chronic mental illness, most of the patients are no longer able to work, no longer able to take care of themselves, so the management, care, treatment and education to bring them into order is a difficult process, difficult to put into words. Therefore, the care and nurturing of patients is one of the important tasks of the center and is always improved, the quality of service is enhanced, each care staff becomes a relative of the patient.

In the recent past, implementing the Department's policy on transferring and receiving mentally ill patients from Social Protection Center 1, Hanoi Mental Care and Rehabilitation Center No. 2 has made efforts in renovating the campus, renovating rooms, checking and installing electricity, water, fan systems, installing stainless steel beds, renovating and repairing toilets in groups of 02 Patient Care Departments, ready to receive patients.

With the attention of the Party Committee and the Board of Directors, promoting the strengths and achievements over the years, the Union members of the Center have always been proactive, pioneering and exemplary in actively contributing to the development of cultural and artistic activities of the industry and the locality. The Hanoi Mental Health Care and Rehabilitation Center No. 2 currently has 156 union members. The union always promotes political and ideological education for union members. At the same time, union members participate in many charitable and humanitarian activities, promptly organize visits and encouragement for staff and relatives when they are in difficult circumstances or sick, give gifts to children with high academic achievements... hundreds of millions of dong each year.
