Building criteria for evaluating and classifying the quality of civil servants and public employees

The Ministry of Culture, Sports and Tourism has issued Document No. 3916/BVHTTDL-TCCB to administrative agencies, organizations and public service units under the Ministry on developing criteria to evaluate and classify the quality of civil servants and public employees.

Accordingly, implementing the Party's regulations, policies and laws of the State and the Ministry of Culture, Sports and Tourism on the work of assessing and classifying the quality of civil servants and public employees, the Ministry of Culture, Sports and Tourism requests that agencies and units under the Ministry, based on the practical situation and specific characteristics (if any), proactively develop a set of criteria for assessing and classifying the quality of civil servants and public employees of the agency or unit, in which the following contents are noted:

1. Principles of assessment:

- The assessment ensures democracy, publicity, fairness, transparency, objectivity, consistency, continuity, and multidimensionality;

- Evaluation content is quantified to the maximum in terms of progress, quality and efficiency associated with the job position;

- Applying science , technology, and digital transformation in monitoring, evaluating, and classifying the quality of civil servants and public employees.

2. Evaluation method:

Regular, continuous, multi-dimensional, quantitative monitoring and evaluation using specific criteria linked to progress, quality of results and products for each job position.

3. Assessment content:

- Political qualities, ethical qualities, public service culture; sense of discipline and order in performing public duties; compliance with legal regulations on civil servants, public service and regulations of agencies, organizations and units;

- Professional and technical capacity as required by the job position; ability to meet the requirements of performing assigned tasks regularly and suddenly; sense of responsibility in performing public duties; attitude of serving people and businesses for job positions that directly contact people and businesses; ability to coordinate with colleagues;

- Ability to innovate, be creative, dare to think, dare to do, dare to take responsibility for the common interest in performing public duties;

- Task performance results through quantity, quality and progress of products according to job position;

- Other content as required by the job position.

In addition to the above contents, leading civil servants and managers are also evaluated based on the performance results of the agency, organization, unit or field assigned to them to lead, manage and be in charge of; the ability to organize and implement tasks; the capacity to gather and unite cadres, civil servants, public employees and workers under their management authority.

The Ministry of Culture, Sports and Tourism requests that agencies and units send the set of criteria for evaluating and classifying the quality of civil servants and public employees of agencies and units to the Ministry of Culture, Sports and Tourism (through the Department of Organization and Personnel) before August 10, 2025 for synthesis and reporting to the Ministry's leaders./.
