Building Ha Long City as a model in preventing and combating crime and drug abuse

On March 12, 2024, the Standing Committee of the Ha Long City Party Committee issued Directive No. 26-CT/TU on strengthening leadership and direction in building a model Ha Long City in preventing and combating crime and drug abuse. The Directive's issuance has created changes in Party committees, authorities, agencies and units at all levels, creating a clearer understanding of the purpose, meaning, importance and responsibility for drug prevention and combat, focusing on directing the drastic and effective implementation of assigned tasks.

In recent years, the strong development of social networking systems has had a significant impact on the awareness and behavior of users, especially young people. From here, unhealthy lifestyles and styles have been introduced to a large number of young people.

Also because of that, according to the assessment of the police force, crime and drug abuse tend to be younger, especially there has been an increase in crime and drug abuse among young people, teenagers and students. Along with that, many new types of drugs have appeared on the market, drugs "disguised" as food... In addition, the use of "laughing gas" (N2O gas), electronic cigarettes is also a burning issue, potentially causing many consequences to the health of users, notably some cases of long-term use leading to numbness in the limbs, affecting the central nervous system requiring treatment and medical intervention.

In that context, Directive No. 26-CT/TU was issued, aiming to build Ha Long City with "3 nos" (drug-free agencies and units; drug-free schools; no complex drug hotspots) associated with building a "model, modern, rich, beautiful, civilized, and affectionate" city; "Ha Long - Festival City"; "Ha Long - City of Flowers"; aiming for 4-season tourism , creating an image of security, safety, civilization, friendliness, and a place worth visiting.

Up to now, after 4 months of implementing Directive No. 26-CT/TU, the work of drug prevention and control in Ha Long City has had initial positive changes. With the core role in advising and implementing, to build drug-free agencies and units, clean and strong forces, the City Police have resolutely prevented within the organization, requiring units to suddenly organize drug tests in the bodies of officers and soldiers at least 2 times/year. After 2 weeks of implementation, 3 units at ward, commune and professional team levels were inspected, and the results did not detect any violations.

Along with that, the City Police coordinated with the People's Committees of wards and communes to organize 13 intensive training sessions on drug prevention and control; 120 drug prevention and control propaganda sessions in residential areas with the participation of over 10,000 people. In particular, to successfully complete the goal of drug-free schools, no e-cigarettes, the City Police coordinated with the Department of Education and Training to organize 2 intensive training sessions with leaders and principals of educational institutions in the area, 18 direct propaganda sessions at schools.

In addition to propaganda work, the City Police force has resolutely fought to suppress drug crimes. The unit proactively launched a 3-month peak period (from April 1 to July 30) .   thereby focusing on reviewing, detecting, fighting, and effectively handling related lines, groups, and subjects. Summarizing the peak period, the unit organized the arrest and handling of 40 cases/78 subjects of drug crimes, established 119 records to manage illegal drug users, and sent 53 cases to centralized drug rehabilitation (25 subjects for compulsory drug rehabilitation, 28 cases for voluntary drug rehabilitation); the City Police force also participated in dismantling the largest marijuana trafficking case ever, seizing nearly 150kg of marijuana, 7.5 billion VND, 2 cars, and many related tools and vehicles.

In the coming time, Ha Long City Police will continue to advise the Standing Committee of the City Party Committee to direct Party committees, authorities, Fatherland Front Committees and socio- political organizations, agencies, departments and units in the area to continue to seriously and resolutely implement Directive No. 26-CT/TU, considering this an important criterion for evaluating and classifying Party committees and organizations. At the same time, measures will be taken to improve the effectiveness of the Steering Committee for Crime Prevention and Control and the movement "All People Protect National Security" in preventing and combating crime and drug abuse.

The functional sectors and forces continue to enhance their roles and responsibilities in implementing the work of preventing, combating, controlling, fighting and handling drug-related social evils and crimes in the area, gradually solving the overall problem of reducing supply, reducing demand and reducing the harmful effects of drugs, not allowing the complicated situation to cause resentment among the masses. The ultimate goal is to successfully carry out the task of building Ha Long City into a model city in preventing and combating drug-related crimes and evils, a "3-no" city...
