That is the information in the official dispatch of the Ministry of Education and Training sent to the Departments of Education and Training on the implementation of primary education tasks for the 2024-2025 school year. The school ensures a ratio of 1.5 teachers/class and a sufficient teacher structure to teach subjects and educational activities to teach 2 sessions/day.
For schools that teach 2 sessions/day, each day must have no more than 7 lessons, each lesson is 35 minutes long, and each week there are at least 9 lessons. Schools can proactively choose the form of organization and assign time appropriate to the elective subjects.
For boarding schools, the Ministry requires schools to agree with parents on the principle of voluntariness. Organizing meals for boarding students must ensure hygiene, food safety, nutrition, and health for students.
For extracurricular activities, based on the needs and interests of students, the school can organize them in the form of club activities or use school facilities such as libraries, playgrounds, practice grounds, multi-purpose halls, etc. This needs to be approved by competent authorities.
When teaching the optional Foreign Language 1 (English, French, Chinese, Russian, Japanese, Korean, German) for grades 1 and 2, schools need to ensure connectivity. The teaching time is appropriate so as not to overload students.
For grades 3, 4, and 5, Foreign Language 1 is compulsory. Schools use computer-based and online English learning materials at the primary level to ensure quality, practicality, and suitability to local conditions.
Regarding the examination and assessment of students, the methods and forms of assessment of subjects and educational activities must ensure honesty, objectivity, fairness, and accurate assessment of students' learning and training results. The implementation of rewards must be substantial and in accordance with regulations, not widespread, causing frustration for parents.
The Ministry of Education and Training encourages localities with conditions to implement integrated education programs and apply advanced and modern educational models to meet the diverse needs of learners.
However, the Departments need to review the conditions for implementing educational linkages and integrated educational programs according to regulations. Avoid the situation where educational institutions implement linkages with foreign organizations without ensuring the conditions.
In addition, provinces and cities need to widely deploy STEM education to all educational institutions. According to the Ministry, this is an educational method that aims to equip students with scientific knowledge associated with their practical applications. Students are actively and proactively involved in learning and know how to apply the knowledge they have just learned to solve problems.
