Voters in many localities have reported that the implementation of social pension policies for people aged 75 and over is slow and have requested that specific guidelines be issued soon. The Ministry of Health affirmed that the legal system has been completed and provinces need to take the initiative to ensure the rights of the elderly.
According to the Ministry of Health , this agency has received Official Letter 1294/UBDNGS15 of the Committee for People's Aspirations and Supervision on voters' recommendations after the 9th session of the 15th National Assembly. In particular, Quang Tri voters requested to soon issue guidelines for organizing the implementation of social pension benefits according to Decree 176/2025/ND-CP. Dak Lak voters also reflected that the implementation of policies for the elderly aged 75 and over is still slow.
According to the Ministry of Health, the Government issued Decree 176/2025/ND-CP dated June 30, 2025, effective from July 1, 2025, detailing the implementation of the social pension regime under the Social Insurance Law 2024. The Decree clearly states the conditions, subjects, subsidy levels, settlement procedures, funeral cost support, funding sources and payment mechanisms.
The Ministry of Health has issued Decision 2180/QD-BYT promulgating two new administrative procedures: implementation, adjustment, termination of social pension benefits and support for funeral expenses for beneficiaries. These two procedures will also take effect from July 1, 2025.
The Ministry of Health emphasized that with the above-mentioned system of documents, localities have a full legal basis to review, guide the preparation of records and resolve social pension benefits for the elderly in accordance with regulations. The Ministry requested the People's Committee of Quang Tri province to direct specialized agencies to seriously implement Decree 176/2025/ND-CP, ensuring that policies reach the right subjects in a timely manner.
The implementation of social pension policies and regimes has sufficient legal basis and has been deployed by localities, ensuring benefits for people aged 75 and over.
According to the Social Insurance Law 2024 and Decree 176/2025/ND-CP, Vietnamese citizens aged 75 and over who do not receive monthly pensions or social insurance benefits will receive social retirement benefits. This policy is expected to contribute to stabilizing the lives and taking care of the welfare of the elderly, especially in disadvantaged areas.
